Emergency Management Assistance Compact (EMAC)
Maine was one of the earliest signatories to EMAC. The Legislature ratified the Compact in 1997 EMAC is a mutual aid agreement among the member states. Through EMAC, a state overwhelmed by a catastrophic disaster can request specific resources from its partners, the other states. Each member state has adopted identical authorizing legislation, which lays out how such issues as cost reimbursement, liability and workers compensation will be handled. Administrative procedures are worked out well in advance, so that aid can move quickly during the response to an emergency. In the wake of Hurricane Katrina in 2005, Maine sent 300 medical personnel, National Guard troops, firefighters and other responders with specialized skills to the Gulf States through EMAC. If we were the affected state, a specially trained team would come to Maine and assist us in coordinating requests for assistance from other states. For more information:
