Public Safety Interoperability Communications (PSIC) Grant

The US Department of Homeland Security (DHS) has announced a one-time grant to increase interoperability between public safety entities. To qualify for this grant, MEMA was required to complete a State Communications Interoperability Plan (SCIP) which includes information from all levels of government.

This plan is the basis for the Maine PSIC grant guidance which will govern the release of funds to county and local governments.

As part of the SCIP we are asking Public Safety entities to participate in the Communications Assets Survey and Mapping tool (CASM) program to map out and create a detailed picture of Maine’s public safety radio systems. An accurate picture of where we are today will allow us to make informed plans for improvement, and target funds to support those improvements.

Public Safety Interoperability Communication Grant Requirement

To be eligible for the upcoming PSIC grant any agency involved with an application will need to have the CASM Baseline spreadsheet completed. A copy of the spreadsheet and instructions are located below. The deadline for CASM data submission is before the PSIC grant application is due. That timeline will be posted after DHS has approved the state plan.

All DHS grants require NIMS compliance to be eligible.
