TRAINING ANNOUNCEMENT: Procurement Under FEMA Awards: Requirements for Recipients and Sub-recipients When Procuring Services and Supplies with Funding Under Stafford Act Grant Programs

Target Audience: State, Local, and Tribal emergency management personnel, and private nonprofit entities in Maine who are recipients of FEMA grant programs ranging from Public Assistance, Mitigation, Homeland Security Grant Program, the Emergency Management Performance Grant and Operation Stonegarden. MEMA highly encourages the County EMAs and METROs that receive HSGP to attend.

Training Length: 4 hours from 8:30am-12:30pm

Training Goal: Reduce applicant violations of the Federal procurement regulations by training participants on the Federal procurement requirements set forth at 2 C.F.R. 200.317 through 200.326 (the “Uniform Rules.”)

Training Description: This training will focus on the requirements set forth in the Uniform Rules so that participants can identify and avoid potential violations of the Federal procurement requirements. Topics include: overview and use of contracts by grantees and subgrantees; procurement by a Tribal, state, local governments, hospitals, institutions of higher education and other nonprofit organizations; competition; methods of procurement; cost or price analysis; contractor bonding requirements; contract provisions.

Training Location: The training will be held in the MEMA classroom at the Central Maine Commerce Center (CMCC). CMCC is located at 45 Commerce Drive off Route 27 in North Augusta. Class will run from 8:30a.m. to 12:30 p.m. daily. Snacks and refreshments will be provided, all other expenses are the responsibility of the student. As well, MEMA will make the training available through webinar via Adobe Connect.
