Initial Planning Conference Schedule Set for Vigilant Guard Planning

The Maine Army National Guard and the Maine Emergency Management Agency will be conducting an Initial Planning Conference (IPC) for Vigilant Guard 14 in South Portland January 16-17, 2013. This planning conference is for exercise planners within each agency to gather and plan their parts of the exercise.

Background

Vigilant Guard is an exercise program sponsored by US Northern Command in conjunction with the National Guard Bureau. The program provides an opportunity for State National Guard Headquarters, State Joint Task Forces and field units to improve command and control and operational relationships and interoperability with civilian partners.

Purpose of the IPC:

TThe purpose of the IPC is to determine exercise scope by gathering: input from the exercise planning team; design requirements and conditions (e.g., assumptions and artificialities); objectives; extent of play; and scenario variables. The IPC is also used to develop exercise documentation by obtaining the planning team’s input on exercise location, schedule, duration, and other relevant details.

Scenario:

In order to provide participants with a general exercise framework the following preliminary scenario ideas will be refined at the IPC:

*Winter storm that hits all of New England; has associated high winds and power outages (building collapse, cold temps, sheltering)

*Disease outbreak

*Cyber event(s)

*CBRN/HAZMAT

*Second natural disaster (i.e. earthquake) if required

Administrative Instructions:

*Attendees: This conference is for exercise planners and trusted agents with the authority to make exercise decisions for the agency they represent.

*Location: The IPC will be held at Portland Marriott at Sable Oaks, 200 Sable Oaks Drive, South Portland, ME 04106-3278. Lodging/Meals: Participants are responsible for making their own lodging and meal arrangements. Portland Marriott at Sable Oaks $92 / night, (800)752-8810, refer to ME National Guard Vigilant Guard 14. You must call the hotel at the number listed above and register under ME National Guard Vigilant Guard to receive the lodging rate of $92.00. Online or other means of booking are not guaranteed this rate or per diem availability. All reservations must be made by January 2, 2013, in order to receive the preferred rates. Rates cannot be changed upon check-in or at checkout times for guests who fail to identify their affiliation at the time the reservation is requested. After the cut-off date reservations will be accepted on a space available and rate available basis

*The government per diem rates for Portland, ME (Cumberland County) are: Lodging=$92.00; Meals & Incidental Expenses=$56.00.

*Time: Sign in will begin at 0930 on Wednesday, January 16,, 2013. The Conference will begin at 1000 and conclude no later than 1600 on Wednesday. Thursday, January 17, 2013 work session will be from 0800-1530. The detailed agenda will be distributed at a later date. There will be a no host social at the hotel on Wednesday following the conclusion of planning.

*Uniform: The uniform for this event will be ACU/ABUs or equivalent for military personnel and business casual for civilian personnel.

*Level of Participation and Training Objectives: Please provide your organization’s level of participation and training objectives to LTC Diane Dunn No Later Than January 4, 2013 for inclusion in the IPC briefing. Slide Deck will be final on 09JAN13.
