Proposed RoutesProject Purpose and Need Growth in travel demand along the Midcoast Route 1 corridor, especially in Woolwich, Wiscasset, Edgecomb, and Newcastle, particularly during the tourist season, is causing a decline in public safety, a loss of mobility, and the degradation of the environment (natural, built, social, and economic). To address this circumstance, the proposed project must, within the fiscal constraints of the state, sustainability and cost-effectively increase public safety, enhance mobility, and provide a net improvement to the environment. The Draft Environmental Impact Statement included a series of five alternative routes; all beginning on Route 1 in Wiscasset, in the vicinity of the NAPA Auto Parts store, and, with one exception, ending at the intersection of Routes 1 and 27 in Edgecomb. The single exception crosses over the river on a long bridge and touches down on Davis Island at the MaineDOT-owned utility lot. In June, MaineDOT and the Federal Highway Administration reduced the number of routes from five to three, and noted that their tentative preferred route is N2/N2a/N2h.
