Plan and Program Development 1

The Plan & Program Development Division consists of three units:

BTIP, Major Projects
The work of this unit involves the preparation and distribution of the Biennial Transportation Improvement Program (BTIP), the entry/updating of data into the Project History Table in DOT's Transportation Integrated Network Information System (TINIS), and the updating of the Six-Year Plan. Also, this unit manages major studies for the development of NEPA Environmental Assessments (EAs) and Environmental Impact Statements (EIS) for proposed major highway and bridge projects throughout the state.

Environmental Coordination & Analysis
The Environmental Coordination and Analysis unit provides oversight of MDOT NEPA compliance, programmatic Categorical Exclusion documentation, promotes TEA-21 Streamlining and MDOT’s Integrated Transportation Decision-making (ITD), assures air quality conformity, performs air/noise impact analysis, administers the Transportation Enhancement Program, and coordinates with Metropolitan Planning Organizations.

Statewide Planning
The Statewide Planning unit is responsible for coordinating the development of the Twenty-Year Transportation Plan, Six-Year Transportation Improvement Plan, the Bureau of Planning's public information and outreach initiatives, urban transportation planning in non-Metropolitan Planning Organization areas, and transportation corridor planning. This unit coordinates transportation planning and public outreach with municipalities, the Division Offices, seven Regional Transportation Advisory Committees (RTACs), Regional Planning Commissions and both standing and special purpose corridor committees.
