Local Project Administration is a way for municipalities to get transportation projects done with a maximum of local control. This process may also allow work to be done sooner and with less overall cost. A Locally Administered Project (LAP) can also be combined with other municipal projects such as utilities, or roadside enhancements. Answers to frequently asked questions can be found at this link:
LAP Tier I certification training is a one day course and is provided biennially. An outline of 2008 training can be found at 2008 LAP Training Brochure (pdf ) (0.1mb). Current LAP certifications; Tier 1 certification can be provided on request if needed for a specific project before scheduled training in 2008.
