Intelligent Transportation Systems in Maine

In August 1996, the Office of Freight Transportation (OFT) spearheaded the formation of a working group to more efficiently use emerging intelligent transportation systems (ITS) technologies in commercial vehicle operations.  The ITS/CVO Working Group includes representatives from MDOT, the Bureau of Motor Vehicles, Revenue Services, State Police, the Maine Violations Bureau and the Maine Motor Transport Association.  Since its formation, the group has overseen the creation of a system hosted by the Maine Bureau of Motor Vehicles (BMV) that links State motor carrier data bases together using motor carrier USDOT numbers as a common identifier.  This system allows BMV and the Maine State Police to improve regulatory efficiency in commercial vehicle operations and eases credentialing processing to the benefit of motor carriers.

The group also completed and recently updated a business plan for ITS/CVO initiatives.

The Business Plan's major objectives include:

  1. Developing a systems architecture that will allow Maine's ITS commercial vehicle systems to link with those in other states under the Federal "CVISN" system
  2. Expanding the capabilities of the Maine Bureau of Motor Vehicles' data base system capabilities so that it can use road and weather information for routing of over limit loads.
  3. Increasing the efficiency of motor carrier credentialing by providing these functions over the Internet, thereby reducing paperwork and processing time.
  4. Increasing the effectiveness of motor carrier enforcement by electronically providing needed data at the road side on a real time basis.
  5. Implementing an automated vehicle clearance system at the Kittery and York truck weigh stations to reduce motor carrier delays during enforcement details.
  6. Educating the public on ITS technologies.
