Consultant Services Prequalification and Procurement

 

What Does It Mean To Be Prequalified?

Our list of prequalified consultants forms the foundation of our vendor selection process when awarding consultant service contracts with State and/or Federal funding. How we utilize this list of prequalified consultants will be determined by the service requirements and the dollar value of the contract.

•  Prequalification is not a guarantee of work.

•  Contracts valued at $100,000 or less may be awarded using a “Simplified Acquisition Process”.   This allows a program area to select a firm from the list of prequalified consultants and begin contract negotiations with that firm. The submission of a formal proposal by the consultant is not required, but MaineDOT may choose to request one from time to time.

•  Contracts valued at greater than $100,000 will be awarded to a prequalified firm determined to be the "most highly qualified", utilizing either the Brooks Act selection process or an RFP, whichever is most appropriate.

 

The Department reserves the right to utilize a contract specific Request for Proposals (RFP) from the consultant community at any time. This is most often done for high value, or highly specialized work involving multiple service areas.

Note: This Standard Invoice format is required under any new consultant services contract signed with MaineDOT after 01/04/2006.  Consultant firms with contracts that began prior to that date are encouraged to transition to the new format.
