Meeting Minutes:

Alna Facilities Planning Committee Meeting of September 24th, 2007, held at the Firehouse at 7 p.m.



Present: Tom Albee (TA), Nick Caristo (NC), Gordon Davis (GD), John Green (JG), Brian Lawrence (BL) and Kathy Pendleton (KP),


Absent: Fred Gumkowski (FG), Cliff Russell (CR)


Also Present: AVFD member Roger Whitney (RW)



The appraisal process to determine the value of existing structures was discussed. Andrew Noyce appraised the firehouse in the spring and it was decided to use his services to update the firehouse appraisal and provide an appraisal for the town office. Specific discussion included:



· Appraisals should be done close to the 2008 annual town meeting, probably a February timeframe


· It would be advantageous to appraise both structures as commercial and residential buildings.


· It was noted that Andrew used market comparison and replacement (based on current cost data) methods for the earlier firehouse appraisal. Discussion included the possibility of the committee consulting with Andrew regarding current cost data for building options.


· The co chairs would talk with Andrew to determine cost and appraisal schedule and retaining his services.



General input from RW concerning potential issues of Les Fossel’s proposal was provided. The committee felt that the fire department should identify specific issues. The committee would pass that information to Les and request that he address the issues at a subsequent AFPC meeting.



Using the Kepner Trego process the committee discussed and evaluated building options to be considered going forward. Members provided a prioritized list for building options, needs and considerations. The results and aggregate scoring were:



Building Options:



  • Construct a new multi purpose building - 5
  • Construct a new firehouse with meeting room - 5
  • Expand the current firehouse and make necessary changes to the town office to meet code requirements - 4


Needs:



  • Fire department deficiencies (larger truck bays, equipment storage area, etc) - 6
  • Larger meeting room (town meetings, fire department training, town functions) – 5
  • Town office renovations to meet code – 5





Considerations:



  • Net capitol costs – 5
  • What’s best for town operation – 3
  • Parking traffic flow – 3
  • Energy efficiencies – 2
  • Architectural/material appearance – 2
  • Lifetime maintenance costs – 1
  • Financing – 1
  • Ways to offset/lower costs – 1
  • Project drawings – 1


Although the ideal situation would have been to evaluate two options, the consensus of the Committee was to evaluate three building options, as noted above, due to similar scores.



NC provided square footages of the current fire department, town office and John Hanson’s conceptual plan. General discussion of the current configurations and


what had been previously proposed followed.



The committee adjourned at 9:05 p.m.
