  1. Why the increase building cost since last summer town meeting? Response:

    1. New Fire House building: Initial estimate did not reflect current building cost: added 800 ft2 for meeting/training area for $68,000; added 6’ clearance above trucks, and 4’ clearance on side of trucks for added 328 ft2 for $44,000; required exhaust system at $40,000; added Hazardous Material area and equipment for $15,000; and present regulations , codes, and safety for   $120,000 for a total cost of $766,000.

    2. Addition to Fire House: Excavation to get 6’ clearance $40,000, present regulations, codes and safety for another $100,000 for a total cost of $466,000.

 

2. Does the addition include a golden ridge road intersection upgrade?

Response: Yes, the addition projected cost includes a “T” Intersection.

 

3. Will the FD sell the existing building to town?

Response: Yes, the fire department will sell the existing building to the town if one of the articles is approved and a MOU is established between Town and fire department on usage of building by FD.

 

4.   What is the Tax impact of each building option?

Response: $78 per $100,000 evaluation for $766,000 bond and $46 per $100,000 evaluation for $466,000 bond.

 

5.   Examples of regulations, codes, and safety features that escalated the cost?

Response: Exhaust system, HazMat area and equipment, 6’ clearance above trucks, 4’ clearance on each side of truck, ADA access, Traffic flow, and Oil separator tank.

 

  1. Is it true that the State Fire Marshall shall inspect and approve change to existing and or new fire house to verify the buildings meet code, regulations, safety, ADA and traffic flow?

Response: Yes, this is required by Maine Revised Statures.

 

  1. Is it really a good time to build with the recession and energy cost escalating?

Response: Historically now is the time to build during a recession. Rockefeller Towers were built during the depression and in Lewiston, Maine the second largest Church, St Peter and Paul Basilica was built during depression by French immigrants who were mill workers. Building during a period of recession will result

In lower interest rates, a favorable time to borrow, and building trades need work and will do it for less.

 

    8. Why did the AFPC chose to recommend the Independent fire house?

Response: The AFPC facility voted for the Independent fire house based on lower maintenance cost to operate building over twenty five years of use, and available space for expansion of the Building in twenty five plus years.

 

     9. Will each option go out for bid?

Reponses: Yes, both options will go out for bid.

 

    10. Will the construction be protected by Bonding and how does town ensure building specs are met?

Response: Yes, both building options will require bonding and the bonding expense is included in the projected cost. The committee also recommends that town provide overview of construction with a responsible clerk of works
