Alna FD Requirements Expectations and Outstanding Questions RE: Addition to the Fire House per plans by Fossel 1/21/08 1/28/08 First Floor Bays The floor joists above the new bays must be able to support the max allowable load plus the appropriate safety factor. Overhead doors : New bays – 12’ x 14’ (min), old excavated bays – 10’ x 14’. They all should be insulated (energy efficient) with small windows at eye level. They must have door openers of sufficient size. Tension should be supplied by torsion bars vs. external springs (but use the best method, not necessarily the least expensive). There should be some sort of impact protection, outside on both sides of each opening. Concrete walls will be about one foot thick (per previous discussions) with appropriate rebar, etc. Floors must be capable of handling the heavy trucks that sit long periods in the same place (perhaps 3000 lb concrete with fiber and/or rebar). Drains must be trench style (wide enough to shovel out) with cast iron grates and empty into an oil/water separator. Radiant heat in the floors through out the bays (1of at least 4 zones in the entire structure). Exterior framed walls should be at least 2x6 insulated. Walls around the stairs , electrical room and decon area should be masonry. Exterior man doors should be 36”, insulated, with appropriate windows (to be determined later), crash bars or handles per code and dead bolts. Interior man doors – some should be fire rated as needed per code, others should be solid wood doors. Ceiling must be fire rated (we expect finished sheet rock). Finished ceiling height should be 16’ min. Ceiling should be insulated for heat since the bays would be a separate zone from the meeting room above. Lighting : Since the bays are a work area, there must be sufficient lighting (probably fluorescent). Electrical outlets (GFI) are needed all around and between the bays (number and location to be determined later). Several additional outlets will be needed at the rear of the new base for the work area. Compressed air must be piped to all bays to supply truck air. Additional air outlets will be needed in the work area. Water faucets (ball valves) with shut offs are needed between each bay in the middle and in the front of the bays. The cascade system must be completely re-installed per FireTech specs with fresh air supply. It will probably be located in the south, rear corner of the new bays. An approved exhaust capture system must be installed in three bays with the capability to expand to the fourth at a later date. Decon area drain should go to oil/water separator. We need a deep, double work sink (across from the shower) with a high faucet. First floor mezzanine level Chiefs’ Office. · Existing exterior door should be replaced with one to match other doors. · The wall facing the bays should be fire rated insulated (for heat and some sound). · The heat should probably be baseboard and be a separate zone from the bays (the mezzanine should probably be all one zone). · The office must be well lighted. · There should be extra electrical outlets beyond just code. · The floor should be tiled. · The window overlooking the bays should be a slide type. · Walls should be sheet rocked, plastered, sanded and finish painted. · Door should be solid wood (with window if needed by code). Radio Room . · The wall facing the bays should be fire rated. Both walls should be insulated (for heat and some sound). · The heat should probably be baseboard and be a separate zone from the bays (the mezzanine should probably be all one zone). · The room must be well lighted. · There should be extra electrical outlets beyond just code. · The floor should be tiled. · The window overlooking the bays should be a slide type. · Walls should be sheet rocked, plastered, sanded and finish painted. · Door should be solid wood (with window if needed by code). Furnace / Mechanical room . · Furnace must be sized to handle the space and a minimum of 4 zones. · How will domestic hot water be supplied? · Where will the fuel oil tank go? · Walls should be fire rated sheet rock, plastered, sanded and finish painted. Door should be solid metal if required by code. Electrical / Mechanical room. · The air compressor could go in here if allowed by code. · The compressor must be installed. · Walls should be fire rated sheet rock, plastered, sanded and finish painted. Door should be solid metal if required by code. Bath / Shower room . · It must have an actual shower stall of some type. · Sink should have a cabinet. · There must be the appropriate lighting, GFI outlets and exhaust fan. · The heat should probably be baseboard and be a separate zone from the bays (the mezzanine should probably be all one zone). · We would like a small linen closet across from the shower . Exterior External siding to be vinyl (type and color to be determined later) with appropriate weather wrap. Roofs. · All roofs must be shingled to match existing roof in kind and color. · Ice and water shield must be used. · All roofs must be properly vented (soffit vents, ridge vents, propa vents as appropriate). · There must be a rain gutter (seamless would be best) the entire length of the new shed room over the overhead / man doors to prevent ice build up on the apron. Second Floor Public Meeting Room . · Heat should be baseboard (or perhaps radiant if better) and a separate zone. Need 4 or 5 windows in the south wall for better lighting. · The windows should all be tilt wash, lowE, double pane w/argon gas with full screens for ventilation. · Should south exit door be a double door? · The south exit must have an ADA compliant ramp. · The closet should be and open alcove (for folding tables) with an accordion folding door. · Exterior framed walls should be at least 2x6 insulated. · The interior wall should be insulated for heat and sound. · All walls must be sheet rock, plastered, sanded and finish painted. · Lighting must be sufficient. · We need 2 or 3 electric boxes down the center of the room with wall switches for future ceiling fans that will be needed for ventilation during meetings. · Floor must have adequate sub flooring and finished with tile. · We need three 20 amp outlets in the ceiling outside the kitchen to plug in food warmers. · Exterior doors should be insulated (with windows as appropriate) and 36” for single doors. They should all have crash bars or appropriate handles per code. They should all have dead bolts. · Interior doors should have ADA compliant handles, some with windows and most lockable. · An appropriate number of fire extinguishers must be installed. Large Office (EMS, Computer, EMA). · We’d like to eliminate the door into the training room. · We will need additional electrical outlets beyond just code. · Lighting must be sufficient for an office environment. · Heat should probably be baseboard and a separate zone from the training room. Kitchen . · There must be space and hook ups for a refrigerator, dishwasher and gas stove (or stove top). · There must be a double deep kitchen sink. · Propane must be hard plumbed into the kitchen for the proposed gas stove and the cooking grills. · There should be space for a double electric wall oven. · There must be an appropriate stove hood and fire extinguishing system. Need cabinets over and under the counters. · Counters with a backsplash must be appropriate for a kitchen. · Floor should be tile. · Need several appliance outlets over the counters (20 amp). · Need to be able to close off and lock the serving areas into both the meeting and training rooms. Bathrooms . · They must be ADA compliant. · Heat would be baseboard. · Floor should be tile. · Must have exhaust fans and GFI outlets. Training Room . · New exit door should be 36” and solid metal with appropriate crash bar. Heat would be baseboard and be on a zone by itself. · All existing hot air vents must be eliminated. Hall. · Floor should be tile. · Some base board heat? How will the planned one foot difference in height between the public meeting room and the rest of the building be handled? Especially since that difference is in the middle of the bathrooms, kitchen and hallway. General Telephone lines . · They must be installed (number of lines and outlets to be determined later). · Most likely there will be outlets in – · The Chiefs’ office · The Radio room · Some place in the bays · The office on the 2nd floor (maybe 2) · The kitchen · The training room · The public meeting room (for voting at least) An alarm system must be installed through out for fire, break in and loss of heat. This contract includes the improvement of the Golden Ridge and 218 intersection with all DOT approvals. The contractor must obtain all variances, permits and approvals of all plans. The contractor must supply a full set of signed architectural drawings. These must include, but not limited to, plan views, elevation views, construction details, electrical plans, plumbing plans, heating plans, compressed air plans, etc. These drawings must be approved by the FD as well as all other appropriate agencies. The contractor must be appropriately bonded for a municipal project of this size. The entire turnkey project must be finished in an appropriate time frame with penalties for late performance. Landscape. · Contract includes removal of all trees as needed. · Includes all excavation including handling of excavated material. · Pump out and remove old septic system. · Install new commercial / public rated septic system. · The apron in front of all 4 bays must be heavy duty (to prevent depressions over time from the heavy trucks and should be flared at the road. It must have sufficient drainage. · The earthen bank (s) next to the apron must be sufficient to hold back the ground with either retaining wall or sufficiently tapered. · All areas must be graded and hydroseeded.
