May 11, 2004 Meeting Minutes

 

 

 

In Attendance:  Ralph Sanborn (PBM Chair), Lori Blier (PBM), Lyndon Spaulding (PBM), Tom Goudreau (PBM), Ed MacDonald (PBM), Bruce Lavoie (CEO)

 

  • The meeting was opened. 
  • Lori passed out minutes copies of the last two meetings minutes.
  • Ralph indicated that Glen Dube might show up to petition the board to allow him to get his building permits.  It’s stated right on the plan that the road needs to be completed and signed off by an engineer.
  • Bruce Lavoie was introduced as the new Code Enforcement Officer.
  • Lori brought up the Flood Plain Management Ordinance and Resolution.  The board examined what was currently mapped as flood zones which is just a couple of small areas on Sabattus Pond.  The CEO indicated that most towns accepted the ordinance from the State Planning Office as written and that we should also follow suit.  He indicated that it wasn’t that much more time for him to have to go over, but that the landowner would bear the brunt of the extra work and documentation.  In light of that, the committee decided that a $25 fee for the permit would be adequate.  Lori is to make the changes to the ordinance to reflect that.  She will get electronic copies so that she can make the appropriate changes to both the ordinance and the resolution.  It was determined that we would try to get this added to the upcoming public hearing so that we can have it added to this years town meeting.  Lori indicated she would contact Paul Burgess or Randy Greenwood to get that included. 
  • Lori updated the committee on the information she received about the INFORME Web Site that houses the State of Maine’s web site and has plans for adding municipal pages at what appears to be no cost.  Lori will continue to pursue this as the geneology web-site is not really appropriate to house a lot of town business and ordinances.
  • Meeting was adjourned.
