Wales Planning Board Meeting

Minutes

 

Board Members In Attendance:  Alice DiPaolo (Chair), Lori Blier (Secretary), Eric Gagnon, Lyndon Spaulding

 

Ø      The meeting was called to order at 7:04.  The minutes were reviewed by board members and accepted as written.  Alice will remind Scott of our meeting schedule – although Alice indicates that his work may sometimes preclude him from making some meetings.  No one has spoken with Tom Goudreau so we don’t know what his status is.

Ø      Lori advised the board that Rich Baker from DEP did not have a digitized version of the updated shoreland map.  He did provide a PDF of the map, and Lori was able to size a copy that closely matched the Current Land Use map from the comprehensive plan.  She printed a transparency of the land use map and highlighted the new resource protection areas from the updated shoreland map.  The board will try to match up the affected lots from the tax maps based on that map later in the meeting.

Ø      There was some discussion about the new building projects on Route 126 and Mars Point Road.  The board reviewed the recent building permits in the building permit book.

Ø      Lori asked how much time Brian Johnson had left before he would have to get an extension or submit a new application for his subdivision.  Eric said it was one year from our preliminary plan approval, which gives him until January 2008.  There was some discussion about the DEP processes and that he could be waiting on their approval.  Lori indicated that since the process can be so time consuming when they are involved that we might want to extend the time period allowed for submitting a final plan.

Ø      Upon looking at the tax maps and the current land use map with shoreland overlay, the board came up with the following list of Lots that are potentially affected by the new resource protection area zoning. 

MAP R1: 
Lots 1, 7, 9, 17, 18, 31, 32, 33, 34 (all), 35 (all)
MAP R2:  Lot 1
MAP R4:  Lots 4, 9, 35, 39 (all), 40 (all), 41, 41A, 41B, 43, 44, 44A, 46 (all), 47, 49B, 50
MAP R5:  Lots 17, 18, 20, 20A, 23, 30, 36, 36C
MAP R6:  Lots, 19, 31, 34, 35, 38, 39, 41 (all)

Lori will provide this list to the Selectmen/Tax Collector to get the list of property owners and their addresses for the affected lots so we can schedule a public hearing and send out notices about the proposed changes.

Ø      The board will discuss the mining ordinance at its next meeting.  Members are to bring marked up copies of their draft ordinances with any changes for Lori to incorporate into a final draft for review at the October meeting.

Ø      Next regular meeting will be on September 10, 2007.  The meeting was adjourned at 8:40 p.m.
