Wales Planning Board Meeting

Minutes

 

Board Members In Attendance:  Alice DiPaolo (Chair), Lori Blier (Secretary), Eric Gagnon

 

Ø      The meeting was called to order at 7:03.  The minutes were reviewed by board members and accepted as written.  Lori asked who the new board member was.  Alice indicated his name is Scott Latulippe.

Ø      The board opened discussion on the shoreland zoning map changes.  Lori will see if she can get an electronic copy of the digitized map from DEP so we can see if we can use some of the time available to us from AVCOG to have them overlay the DEP map with the property tax map they had put together for the comprehensive plan.  If they are able to do that for us, it will be easier to notify all landowners affected by the new resource protection areas.

Ø      The board moved on to discussion of the draft mining ordinance.  Eric spoke with a person from DEP.  He briefed the board on some the discussion.  They recommend that for assistance in the reclamation plan portion of the ordinance we look at section D in the state’s mining regulations.  The board went over some of the language of the state’s mining regulations.  We should keep our ordinance focused to anything under 5 acres and leave the larger operations to fall under the state regulations.  We should take a look at Article 7 Performance Standards for Excavations for Borrow, Top Soil or Silt; Section 484-A of the Site Location of Development Law (DEPLW-0283-E2001).

Ø      Next regular meeting will be on July 9, 2007.  We will be electing new officers at that meeting.  Alice will remind Scott about our schedule and the July meeting.  The meeting was adjourned.
