March 27, 2006 Special Meeting

Minutes

 

 

In Attendance:  Ed MacDonald (Chair), Lori Blier (PBM), Lyndon Spaulding (PBM), Ralph Sanborn (PBM), Brian Johnson

 

·        Meeting was called to order at 7:10.  Lori distributed the minutes from the March 13 meeting and draft letters for the contour intervals for the Route 126 Gagnon Subdivision and the Bull Run Road Johnson subdivision.  The minutes were read and accepted as written.

·        The board spent some time looking over plans from prior subdivisions to try to determine a “standard” contour interval to assist us in determining what contour interval to request for the two pending subdivisions.  Board members asked Ralph what the board usually asked for in the past, since this was most members’ first subdivision process.  Ralph indicated that they never gave the applicants a required contour interval.  Brian Johnson indicated that his surveyor had indicated that the standard was usually 5’ intervals unless it was a very flat or a very steep area.  The board discussed what we should require and how we should word it.  Members decided that if we couldn’t come up with some guidance that we could indicate in the letters to the applicants to use the industry standard contour interval for plan.  Lori will send an e-mail to the new AVCOG contact Ferg Leah (sp?) to see if there are any guidelines they can provide us.  The board voted to use the drafts Lori provided as written with the “industry standard” wording if no further guidance was obtained from AVCOG.  Discussion on the contour intervals was concluded.

·        Lori brought up the Flood Plain Management Ordinance changes that are state mandated.  We do need to hold a public hearing on it and post it in the 3 locations.  Since it isn’t anything the town has any control over, this will be informational only, and we will hold it during one of our normal meetings – probably May.  Lori will bring in the revisions for board member to see at the next meeting.  There is one section where we need to make a decision; there are now two different levels of fees for applications based on minor or major modifications.  The board discussed what these fees should be.  We came up with $25 and $35 respectively.  We will run that by the selectmen for final approval.

·        Meeting was adjourned at 8:15 p.m.  Next regular meeting is April 10, 2006 at 7:00 p.m.
