November 9, 2004 Meeting

Minutes

 

 

In Attendance:  Ed MacDonald (Chair), Lori Blier (PBM), Alice DiPaolo (PBM), Lyndon Spaulding,

 

·        The meeting was called to order at 7:04. 

·        Lori distributed copies of the 10-26-04 meeting minutes, the draft definitions ordinance, and the draft fee schedule.  A motion was made to approve the minutes as written and the board approved them unanimously.

·        The board went over the discussion from the previous evening’s selectmen meeting regarding fees and reviewed the draft fee schedule document.  After some discussion, it was determined that we were happy with the draft document and would leave final approval and any additional changes to the Board of Selectmen who has ultimate jurisdiction over these items.

·        The board opened discussion on the road ordinance.  Lori reported back on her discussion with Jamie Andrews from DOT clarifying the “intermediate pavement” and the 2-5” designation for the base pavement in the specifications table in the ordinance.  Lori will add these clarifications to the ordinance.  The board questioned whether to stay with the change of the minimum culvert cover from 24” to 18”, as Lori reported that Jamie indicated that the 24” would be desirable though a “good” contractor could get away with 18” or even 12” if necessary.  After discussion, the board decided to stick with the 18” minimum and try to put a recommendation for the 24” elsewhere in the ordinance as well as allow for waivers when even the 18” is unattainable due to the landscape.  The board once again went over the 12’ common driveway width and determined that it was in fact too narrow; we will change that figure to 16’ in the road ordinance and also advise Carol of the required change for the subdivision ordinance (Item G, 4, a).  We also still need to add the directional drilling piece and the piece about the town (Road Commissioner) installing all new culverts.  Lori will work on that, but only has the culvert piece – still looking for something to put in regarding the directional drilling from some other town’s ordinance.  Lori had printed off a number of different road ordinances from the web as well as Monmouth’s subdivision ordinance which had the piece for culvert installation by the town.  She will pull together what we have for changes to the ordinance and get that printed along with copies of the other towns ordinances so that Horton can have a look at them all to determine if what we have is what he wants and if what the other towns have is something we need (will try to drop them off prior to next meeting to get feedback and have input/changes already in place).  It was brought up that perhaps we should pay Horton (Road Commissioner) inspect all roads (subdivisions included) instead of the CEO.  We decided we would try to get Horton at the next meeting to go over our thoughts on the Road Ordinance and the road inspection idea.

·        Alice will try to get the fact that Wales now has a website where ordinances and other services can be accessed publicized in the Lewiston Sun through her contact there.

·        Ed will pull together the planning board status for the Selectmen as requested outlining where we are in the process of rewriting these ordinances so that they can extend the subdivision moratorium.  At this point we are substantively at the final draft for the subdivision ordinance, perhaps one more revision from a final draft of the road ordinance, close to a first draft of the new definitions ordinance, needing to go through the land use ordinance to align it with the changes in the subdivision and road ordinance, ditto with the site plan and telecommunications siting ordinances.  Lori is to request any updates to the shoreland zoning ordinance from the state and that ordinance as well as the floodplain management ordinance will need to be revised to move all definitions to the definitions ordinance.

·        Lori will try to have the Road Ordinance ready for final review by the committee and Horton at the next meeting.  She will also attempt to add the remaining definitions from the remaining ordinances (Shoreland Zoning and Floodplain) to the definitions ordinance.
