October 12, 2004 Meeting Draft Minutes

 

 

In Attendance:  Ed MacDonald (PB Chair), Lori Blier (PBM), Ralph Sanborn (PBM), Alice DiPaolo (PBM), Tom Goudreau (Alt- PBM); Horton Austin (Road Commissioner); Paul Burgess (Selectman)

 

·        The meeting was called to order at 7:00. 

·        Ed distributed copies of the Updated Road Ordinance and the agenda.  Lori distributed copies of the 9-23-04 meeting minutes and the updated subdivision application.  A motion was made to approve the minutes as written and the board approved them unanimously.

·        Ed verified with Paul Burgess that we would be first on the agenda for their next meeting on November 8.  We will be going over the current fee structure to see if the fees are still appropriate or if there should be some changes.  Lori will try to get the fee schedule in the computer prior to the selectmen’s meeting and add any notes or questions or recommendations we noted.

·        Paul advised he had heard from John Bade on his subdivision – he will be paving his project in the next couple of weeks – RC Pavement will be doing it(??).  Throughout the meeting bits of discussion were had with regard to this project in reference to the Road Ordinance changes, the currently adopted road ordinance, whether he had advised Horton of his plans, and the requirement for him to have a certified engineer verify that the subdivision road meets the standards outlined in the Road Ordinance.  He should have his core borings done before he has the road paved.  It was questioned as to whether we should send him a letter advising him that he should do this.  It was pointed out that it was a requirement that was indicated on the approved subdivision plan and that it was up to him to ensure he was in compliance not ours.  Ralph or Paul will mention it to him if they see him in the next week (which they feel is likely).

·        The board began the process of going through the updated Road Ordinance that Carol drafted for us.  Horton was asked which type of pavement we would likely be using on any new road projects in the town.  He indicated it would probably be the superpave pavement.  There was some discussion over what the composition of superpave actually was.  It was determined that we need to get the specifications from DOT on the primary types of pavement (there should be about three or so) to have available in the Ordinance because we can’t be sure which type what company’s might be using and we need to reference the specific MDOT type standards.  Lori will contact DOT to get a list of these if one is available.  Horton will contact the people involved with the recent reconstruction of the Furbush Road (?) to find out what type of pavement was used on that project and what the base and  wearing course was for that project.  The Board asked Horton if he had a preference on whether a plastic or metal culvert was used.  There was a short discussion on the subject of plastic vs. metal culverts.  It was determined that plastic culverts lasted longer and were just as economical now so that we should require new culverts to be installed to be plastic.  Part of the reasoning for this is that the developer or the landowner pays the cost for the initial culvert, but if replacement is required, the town has to cover it.  Plastic culverts will last longer and save the town money.  The size of the culvert was also discussed.  Horton indicated there were some indications for larger culverts and that we should add that to the table – specifically for cross-sections (culverts crossing the road) and places requiring greater water flow.  There was some discussion that the 24” Minimum culvert cover was too much for some areas.  It was determined that 18” across the board should be more than adequate.  There was also discussion that B. at the top of page three should either 1) make no preference or 2) change the preference to Hammerhead.  It was also noted that we need to add the directional-drilling piece for utility services, water lines, and the like (not intended for required culvert work).  There was a bit of discussion on the base pavement requirements (or more specifically, the obvious lack of requirements therein).  Ralph asked Horton what the usual base pavement was for DOT and he indicated it depended on the project.  He said usually they put a base of 2”.  Basically, it depends on the road base underneath, if there’s a good base for the pavement to be applied then the requirements for pavement amounts are reduced.  We also need to add definitions on what the road types are with reference to Wales Roads (example – Minor=subdivision road in growth area for acceptance by the town???).

·        The board reviewed the final changes referenced in the September 28, 2004 minutes to the Subdivision Ordinance.  Everything was accepted as written with the exception of Page 20, G4 referencing the common driveway width of 12’ – it was questioned whether this was wide enough since a “common driveway” could be an extended “way” through the woods or what on which  two vehicles might need to pass with no place to pull over or  turn around to be able to get out of the way or reverse direction.  Therefore, it was questioned as to whether we needed to either make that requirement wider in both the subdivision ordinance reference above and the Road Ordinance, or at least require turn out or turn around areas to accommodate the above referenced scenarios.  All other changes from the final draft of the subdivision ordinance revision are approved as written.

·        Lori read off the first 2 sections of the proposed Definitions Ordinances.  Board members approved those sections as written.  We need only bring in the actual definitions at this point.

·        Lori will get DOT’s current standards for different pavement types for different road classes and forward them along to Carol for inclusion in the Road Ordinance.  She will also forward all other recommendations to Carol via these minutes and an email outlining any concerns we discussed during this meeting.  Horton will get information from Sabattus on their recent construction projects.

·        The meeting was adjourned.  The next meeting will be held on October 26th.   We will also attend the Selectmen’s meeting on the November 8th to discuss fees.  There will be no other meeting of the Planning Board in November.
