Wales Planning Board Meeting
October 9, 2006
Minutes
In Attendance: Alice DiPaolo (Chair), Eric Gagnon (WPB), Tom
Goudreau (WPB-A), Brian Johnson, and Paul Ruopp

Alice
opened the meeting at 7:05. The minutes were distributed and reviewed by
board members. Eric motioned to accept
the minutes as written, Tom seconded and the board accepted them as
written.
Ø
The board
invited Brian Johnson and Paul Ruopp to make their presentation for the Bull Run Road “Wales Station Estates” subdivision. The updated plan has dropped lot 9 because
the soils present would make it difficult and expensive to design a septic
system and due to the prevalence of wetland in that area. Road design:
At present a stormwater plan hasn’t been completed and no meeting with
DEP has occurred (this property is in the Sabattus Pond watershed and a
stormwater plan may be required and ponds may have to be added to handle the
phosphorous export.

Alice
read the letter from the board date 3/28/2006 that refers to the board’s recommendations
for changes to the plan following the pre-application meeting and site visit. There were questions about when the site
visit was done and if this preliminary plan submission for a subdivision was
within the 6 month time frame required by the ordinance. There was some discussion by board members on
how the board should proceed. Ken Pratt
was notified by phone 14 days prior to this meeting, but the land abutters were
not notified as required by the subdivision ordinance.

Brian
indicated that the road (Beechnut Lane) would remain private, so the town will not need to take it over or
maintain it. A homeowner’s association
will need to be formed per the Town of Wales Subdivision Ordinance, Article 11.8.
Ø
Tom and
Eric are both new to this subdivision proposal and would like more time to
familiarize themselves with the plans before making any decisions.
Ø
The board
went back through the checklist to make sure everything had been addressed for
the next meeting. Beechnut Lane is the
proposed road name – 911 can’t be done until the road is marked in 50’
increments. Brian is working on the
covenants and deed restrictions. A
letter is required from the Town of Wales Fire Chief indicating there is a sufficient water source
available to meet the needs of fire fighting should a fire occur in the
proposed subdivision. While there are
details for erosion and sediment control, there is no stormwater or erosion
plan in the materials submitted for this proposal for this meeting. The board noted that the K9 Trail road does
not meet the right of way standards and must be widened. Brian indicated he owns K9 Trail – there
could be concerns of easement/deeding and site distance issues on Bull Run Road.
The Town of Wales Road Commissioner should do a site visit to determine
compliance of the Town of Wales Road Ordinance on all roads involved in this proposed subdivision.

Brian
indicated he would take responsibility for notifying all land owners of the
proposed subdivision prior to the next regular meeting of the board. Discussion of the “Wales Station Road Estates” subdivision was closed.
Ø
Eric
needs a letter for the Hemlock Ridge Subdivision which was approved during the
summer of this year. The letter needs to
state that Cedar
Lane
meets the town specifications for right of way and cannot be narrowed as
requested for safety reasons outlined in variances already issued during the
subdivision approval process.

The
mining ordinance draft was tabled to be addressed at the next regular meeting
time permitting.
Ø
The next
regular meeting will be on November 13 at 7:00 p.m. The
chair motioned to adjourn the meeting at 9:45 it was seconded and unanimously voted to adjourn.
