Senator Richard Rosen
Senator Richard Rosen is serving his third term in the Maine Senate, where he represents District 31, which includes twenty two communities in Penobscot and Hancock Counties. Senator Rosen was first elected to the Maine Legislature in 1998 as a member of the House of Representatives. In the House, he served as a member of the Committee on Utilities and Energy and as the Republican lead on the Appropriations and Financial Affairs Committee, as well as a member of the Economic Growth Council.
First elected to the Maine Senate in 2004, Senator Rosen currently serves as the sole Republican Senate member on the Appropriations and Financial Affairs Committee. His prior senate service includes election as Assistant Minority Leader in the 123rd Legislature, along with a term on the Health & Human Services Committee and the Select Committee on Tax Reform.
Senator Rosen's Legislative accomplishments include establishing Maine's statewide, universal Digital Library, sponsorship of Maine's new Defacto Guardianship law in the Probate Court system, development of the first state-wide public health delivery network, funding of the Hancock County Adult Treatment Court, placement of air data collecting monitors for the central Penobscot River region, and legislation to measure and evaluate Maine's economic incentive programs. He is a long time supporter of research and development funding.
Born in Castine, the Senator grew up working at the family's clothing store on Bucksport's Main Street. Rosen's was named the 2002 Merchant of the Year, by the Maine Merchants Association.
Senator Rosen served as the first president of the Bucksport Bay Area Chamber of Commerce. He is currently Board President of Northeast Historic Film, a regional moving image archive dedicated to collecting, preserving, and making accessible film and video related to northern New England. He also serves as a board member of the Bucksport Regional Health Center, a federally qualified health center (FQHC) serving the primary health care needs of the residents of upper Penobscot Bay.
Senator Rosen and his wife of 27 years, Representative Kimberley Rosen of House District 40, reside in Bucksport, and have two grown children.
