Joint Resolution in Memoriam:
WHEREAS, the Legislature has learned with deep regret of the death of:
(4-8) Benjamin Morrill Giles, Jr., of China, a decorated veteran of World War II. Mr. Giles, the 10th of 12 children, was born in Boothbay Harbor. He attended Boothbay Harbor schools, graduating from Boothbay Harbor High School in 1943. He later graduated from the Industrial Technical School of Boston in 1949. He served in the Detachment Medical Department of the 68th Field Hospital in the Pacific Theater as a Medical Technician during World War II. Mr. Giles was awarded the Asiatic Theater Medal, the World War II Victory Medal, the American Defense Theater Medal and the Good Conduct Medal for his service. Right after the war, he worked at Bath Iron Works, helping to build a fleet of French fishing boats. He also worked at the Veterans Administration Center at Togus in the greenhouse, where he developed an appreciation of plants and landscaping. Later he accepted a position in engineering at the center and eventually developed the biomedical department. He was a licensed master electrician until he was 75 years of age. Mr. Giles was also very involved with the Boy Scouts of America, serving as assistant scoutmaster for Boy Scout Troop No. 479, of China. He will be greatly missed and long remembered by his loving family, his many friends and the communities in which he lived;

Expressions of Legislative Sentiment recognizing:
(1-1) Charlene Mary Perkins Strang, of Topsham, on the occasion of her 90th birthday on April 16, 2010. Mrs. Strang is the daughter of Herman and Bessie Berry Perkins and was born in Madison. She graduated from Madison High School and received her Bachelor of Arts degree in Sociology from the University of Maine in 1941. She married her high school sweetheart, Walter Pershing Strang, also a Madison native, on July 26, 1942, and after World War II they settled in Camden. They had 2 children, Jonathan Peter and Meredith Nancy, who served as a Representative in the 123rd and 124th Maine State Legislature. Mrs. Strang also has 3 grandchildren. Public service is part of Mrs. Strang's heritage, as her grandfather Granville Deering Perkins served as a Representative in the 84th Maine State Legislature in 1929 and her great-grandfather Joshua B. Perkins served as a Representative in the 39th Maine State Legislature in 1860 and again in the 59th Maine State Legislature in 1880. Mrs. Strang's working career began in 1942 when she taught history at Madison High School. She then moved into lifelong involvement with social work. She worked as a public assistance worker in Baltimore, Maryland while her husband attended dental school at the University of Baltimore and then began work in 1962 for the State of Maine as a social worker, initially receiving $1.94 per hour. She continued to work out of the Rockland office of Department of Health and Human Services and held several titles over the years, including Child Custody Protection Worker and Human Services Caseworker when she retired in 1996. In addition, she opened Camden Travel Agency in 1976 and sold the business in 1992. Mrs. Strang has always been very active in her community and a leader in a number of different organizations. Her family is very proud of all she has accomplished and the positive role model and excellent example of citizenship she lives every day. We join her family and friends in sending Charlene Mary Perkins Strang our congratulations and best wishes on the 90th birthday celebration of her life;

(1-2) the following members of the Easton Junior/Senior High School boys junior varsity basketball team, which went undefeated in its 2009-2010 season: Logan Sutherland, Holden Turner, Zachary Clark, Chris Flewelling, Garrett Gray, Jared Hafford, Jeff Condon, Jonah Bacon, Cody Tompkins, Harvey Brown, Carl Mullen and Justin Guerrette and coach Randy Bacon and manager Samantha Fuller. The team's 25-point average margin of victory during its 13-win crusade was made possible by a rigorous defense that held opponents to an average score of 35 points per game. Jeff Condon led the team in rebounds and Garrett Gray in assists. We extend our congratulations to the members of the team and wish them well in their future endeavors;

(1-3) Fort Fairfield Middle/High School, which has been named one of America's best high schools by U.S. News and World Report. In an analysis of 21,786 public high schools in 48 states and the District of Columbia, Fort Fairfield Middle/High School was acknowledged for its excellence in math and reading instruction. We extend our congratulations to School Administrative District No. 20 Superintendent Marc Gendron, Principal Mark Jenkins and the school's administration and staff, as well as the attending students, on their earning this noteworthy distinction;

(1-5) the Portland Symphony Orchestra, which is the recipient of the 2010 Maine Association of Nonprofits Governor's Award for Nonprofit Excellence in the mid-sized organization category. The Portland Symphony Orchestra is the first arts organization to earn first place in any of the categories for the Governor's Award for Nonprofit Excellence. These awards are presented annually to nonprofit organizations that have achieved significant results by combining ingenuity with sound management practices. The Portland Symphony Orchestra serves the city of Portland, the State of Maine and northern New England and is the largest performing arts organization in Maine. We extend our congratulations to the Portland Symphony Orchestra on its receiving this award;

(1-11) Douglas S. Clapp, Jr., of Frenchville, who is the recipient of the 2010 Distinguished Service Award from the University of Maine at Fort Kent. Mr. Clapp is a graduate of the University of Massachusetts in Boston and completed his teaching certification through the University of Maine at Fort Kent. He is currently enrolled in the University of Southern Maine's Masters Outreach Program. He began teaching in SAD 33 in 1985 and has extensive experience working on the Maine Educational Assessment design and scoring committees in theater, philosophy and the visual arts. He has written plays and musicals and under his leadership the Community High School drama team has won the Maine Principals' Association regional competition in 6 of the last 8 years. We congratulate Mr. Clapp on his receiving this well-deserved honor;

(1-12) the memory of Dr. Robert L. Woodbury, on the occasion of his being awarded a posthumous Honorary Degree from the University of Maine at Fort Kent for his commitment to and advocacy of the University of Maine System, as well as his championing of and advocacy for the smaller regional campuses. Dr. Woodbury was former chancellor of the University of Maine System and President of the University of Southern Maine. He passed away in September 2009 and had a long and distinguished career in education. We join the University of Maine at Fort Kent community in remembering the dedication to education of the late chancellor;

Joint Resolution in Memoriam:
WHEREAS, the Legislature has learned with deep regret of the death of:
(1-13) Frederick E. Hutchinson, of Lamoine, former president of the University of Maine at Orono. Dr. Hutchinson was born on the family farm in Atkinson and attended a one-room schoolhouse. He graduated from Foxcroft Academy in 1948 and served in the United States Army. After his military service, he entered the University of Maine, Orono, in 1949, with a $200 scholarship. He graduated from the University of Maine in 1953 and received a master's degree in agronomy in 1957 and, in 1966, his doctorate from Pennsylvania State University. Dr. Hutchinson was a member of the University of Maine faculty from 1957 to 1972 and served for the next 3 years as dean of agriculture. He was vice president of research and public service at the University from 1975 to 1982. From 1982 to 1985, Dr. Hutchinson served in the United States State Department and he was the provost and senior vice president at Ohio State University from 1985 to 1992. He returned to the University of Maine as its 16th president in 1992 and retired from that position in 1997. As a University of Maine legend and icon, Dr. Hutchinson exemplified the promise and value of public higher education. The University of Maine Hutchinson Center in Belfast is named in honor of his contributions to the University of Maine. We acknowledge his extraordinary commitment and service not only to his profession but to his State and to the Nation. He will be greatly missed and long remembered by his loving family, his many friends and colleagues and those whose lives he touched;

(4-1) Stephen W. Wight, of Newry, on the occasion of his retirement after nearly 23 years of dedicated service as a member of the Maine Land Use Regulation Commission. Mr. Wight was first appointed by Governor McKernan in May of 1987 and reappointed by Governor King and Governor Baldacci. Mr. Wight served as chair of the board of commissioners from 1996 to 2002. The State is fortunate to have had as a member of the commission a person with Mr. Wight's enthusiasm and love of Maine. We extend our appreciation to Mr. Wight for his commitment to the citizens of the State and wish him well in his future endeavors;

Joint Resolution in Memoriam:
WHEREAS, the Legislature has learned with deep regret of the death of:
(4-1) Thomas A. Bertocci, of Thomaston, who was dedicated to his community and to the State. Mr. Bertocci was born in Lewiston and raised in Bath, graduating from Morse High School in 1963. Mr. Bertocci earned a bachelor's degree in history from Wesleyan University and a master's degree in curriculum and instruction at the University of Wisconsin-Madison. He worked as a teacher, coach and administrator in Maine, Connecticut and Wisconsin. He cofounded the Chewonki Foundation in Wiscasset with Tim Ellis in 1973 and in 1979 coordinated the campaign to retain Maine's bottle deposit law. In 1980, Mr. Bertocci joined the staff of United States Senator George J. Mitchell, serving as field representative in central Maine until 1995. In recent years, he worked with students as an academic advisor and secondary school tutor and obtained a certificate of advanced study in education at the University of Maine. In 2009, he was elected as selectman for the Town of Thomaston. We acknowledge his commitment and service to education and citizen action and to people everywhere. Mr. Bertocci will be greatly missed and long remembered by his loving family, his friends and those whose lives he touched;

An Expression of Legislative Sentiment recognizing:
(4-1) Workers Memorial Day, on April 28, 2010, to commemorate workers who have been killed or injured on the job. Every year, on this day, trade unions and workplace health and safety campaigners all over the world focus on the issue of workers' health and safety. The first Workers Memorial Day was observed in 1989, and April 28th was chosen because it is the anniversary of the Occupational Safety and Health Administration and the day of a similar remembrance in Canada. It has been a global day of action since 1996 and is now recognized every year in more than 100 countries. We join with all workers in Maine on Workers Memorial Day in expressing our appreciation for significant improvements in working conditions over the years, and we honor the memories of workers everywhere who have lost their lives or have been injured;
