Rep. Tom Winsor Back on Appropriations Committee

AUGUSTA - State Rep. Tom Winsor is back in familiar territory - the high-profile Committee on Appropriations and Financial Affairs - after an eight-year break from legislative service. The post will give him an important voice in shaping policy regarding state budgetary matters, including the troubled public pension system.

Rep. Winsor (R-Norway) said he looks forward to the challenge of producing a balanced state budget for the next biennium - fiscal years 2012 and 2013. "Governor King used to say, the needs are infinite but the resources are not," he recalled. "In a time of tight finances, we need to establish priorities within the framework of existing resources. The Appropriations Committee is often forced to make unpopular decisions. I will listen carefully to everyone and make the best decisions I can."

Rep. Winsor served on the Appropriations Committee during three previous Legislatures - the 118th, the 119th and the 120th. The 13-member committee has jurisdiction over General Fund appropriations and general fiscal policy. Its responsibilities also include federal funds allocations; special revenue and block grant allocations; the Budget Stabilization Fund; bond issues; and financial evaluation of agencies of state government.

Under new rules governing this Legislature, the Appropriations panel now has jurisdiction over the Maine Public Employees Retirement System. Several bills have been submitted to reduce the system's financial strain and its burden on taxpayers. Governor LePage's budget proposal also would make substantial changes to ensure the system's long-term sustainability.

Rep. Winsor is a veteran of the U.S. Navy and a graduate of the University of Maine. During his career he has owned a real estate brokerage and a mechanical contracting firm. His list of community service contributions includes six years on the SAD 17 school board and six years as Oxford County's register of probate. He also serves on the board of directors of Western Maine Transportation Services, the Child Health Center and REACH - Rape Education and Crisis Hotline. He is a member of the Oxford Hills Chamber of Commerce and formerly chaired the Oxford County Republican Party.

Rep. Winsor's House district includes Greenwood, Norway, Waterford and West Paris. ###
