AUGUSTA - State Rep. Pat Flood has been named House chair of the Legislature's Joint Standing Committee on Appropriations and Financial Affairs for the 125th Legislature, a position that will give him an important voice in shaping policy regarding state budgetary matters.
Rep. Flood (R-Winthrop) served on the Appropriations panel in the last two Legislatures, during times of revenue shortfalls and budgetary difficulties. "I'm honored to be appointed House chair of the committee, and I recognize the tough work that lies ahead," he said. "The revenue situation is somewhat better than it had been during the depths of the recession, but putting together the next budget will be challenging. Fortunately, we have some outstanding legislators on the committee, and I'm looking forward to working with the fine team that has been assembled."
House Speaker Robert Nutting, who made the appointment, said Rep. Flood has the attributes that are essential to chairing such an important committee. "'I can't think of anyone more qualified to chair the Appropriations Committee than Pat Flood," he said. "I've had the pleasure to serve on this committee with him over the last several years, and I admire his approach. He is patient, thoughtful, fair and detail-oriented; and his experience working with both sides of the aisle on budget issues will make him an excellent chair."
Rep. Flood is a graduate of Syracuse University and the State University of New York College of Environmental Science and Forestry. He is a retired senior manager at International Paper. He also is a Registered Maine Guide, licensed in Master Hunting, Master Fishing and Master Recreation.
The Maine Legislature has 16 joint standing committees, each composed of 13 members - three senators and 10 members of the House. Every committee oversees clearly defined parts of state government. The Committee on Appropriations and Financial Affairs has jurisdiction over General Fund appropriations and general fiscal policy. Its responsibilities also include federal funds allocations, special revenue and block grant allocations, the Budget Stabilization Fund, bond issues and financial evaluation of agencies of state government. The Maine Public Employees Retirement System (MainePERS) was recently added to the committee's portfolio.
Rep. Flood represents district 82, which consists of Readfield and Winthrop. ###
