Subject: Library – Full Size Van Training

Background:

The Board of Occupational Safety and Health (BOSH) is tasked to formulate and adopt rules and regulations for safe and healthful working conditions for the public (county, municipal or state) sector.  These rules and regulations are enforced by The Maine Department of Labor, Bureau of Labor Standards.

Purpose:

Due to the incidents involving full-size vans (10 or more occupants including driver) BOSH has required that public sector employers provide operator training for these types of vehicles.

Requirements:

Training shall consist of a combination of formal instruction (e.g., lecture, discussion, interactive computer learning, video tape, written material), practical training (demonstrations performed by the trainer and practical exercises performed by the trainee), and evaluation of the operator's driving skill performance.

An evaluation of each full-size van operator's performance shall be conducted at least once every three years.

All operator training and evaluation shall be conducted by persons who have the knowledge, training, and experience to train full-size van operators and evaluate their competency.

The employer shall certify that each operator has been trained and evaluated as required by this directive. The certification shall include the name of the operator, the date of the training, the date of the evaluation, and the identity of the person(s) performing the training or evaluation.
