Bend the Curve Steering Committee Meeting

December 15, 2004

CareerCenter, Augusta, Maine

The following are points of interest that were discussed at the Bend the Curve portion of the Bureau/Division Director’s meeting on Wednesday, December 15, 2004:

  • Commissioner Fortman distributed copies of the 1998 Coopers and Lybrand Report and asked that Directors read it, stating they have a responsibility to make the recommended changes.
  • BTC can provide the tools to fundamentality redesign the DOL.  Accurate figures are needed to know what we have and what we need to change.  John Dorrer stated that a system needs to be in place that allows employees to see what they can spend.  Directors need to have accurate reports that help them manage.  Systems need to be upgraded to give them the tools to monitor correctly.
  • Arthur Davis and Mike Adams agreed BTC needs a more hands on person for Data Manager and appointed John Rioux to work with Kim, Jane and Arthur to chart data.
  • After a conversation with John Graham of MSEA, Winnie Malia, Chair of the Labor Management Committee and Darryl Touchette, Chief Steward, were appointed to represent the Union at the BTC Extended Leadership Team meetings.
  • By the time the Facilitator training is completed, the Department will be ready to launch a second round of VSM projects.
  • The BTC Steering Committee will work more diligently on drafting charters. Many teams in the first round ran in to problems because of vagueness in charters.
  • BTC posters are being printed and will be distributed to Bureau Directors and to the field.
  • The Minutes of the BTC meetings will be posted on the web site on a weekly basis.
