Agreement To Participate

Becoming a Participant in the MaineCat Statewide Online System Through SOLAR

This document applies to libraries whose sole interest in Maine InfoNet is access to the interlibrary loan requesting capabilities of the Statewide Union Catalog, through participation in the SOLAR (Statewide Online Lending and Requesting) system.  In the interest of fairness, and in support of creating the largest possible repository of library resources for Mainers, it asks that libraries wishing access to requester capability make available information about their own holdings and respond to ILL requests for those holdings.

The Maine InfoNet Project will provide to the participating library:

  1. Access to the online requesting system of the MaineCat Statewide Catalog for staff use in requesting interlibrary loan of materials listed in the catalog.
  2. Periodic reports of usage indicating the number of items received and sent by the participating library and by users of the system generally.
  3. Access to online holdings editing capabilities for libraries with materials listed in SOLAR.

Libraries that participate in the MaineCat through SOLAR agree to:

  1. Not reduce their acquisitions budget below a three-year average.  If an emergency arises, discuss with the Maine State Library.
  2. Contribute to SOLAR any and all existing electronic data records for the library's own collection.
  3. Contribute electronic records for new additions to the collection no less frequently than 3 times a year.
  4. Provide an electronic list of locally deleted records no less frequently than quarterly, following a standard project format, or directly delete holdings using SOLAR software and following prescribed procedures and practices.
  5. Respond to online requests and interlibrary loan requests from other Maine libraries.
  6. Make and receive requests according to established policies and procedures.
  7. Respond to surveys, requests for comments, and other efforts to gather information and improve SOLAR and the Statewide Union Catalog.
  8. Make a good-faith commitment to adding records for the library's entire collection to the SOLAR within two years of being granted access to the online requesting system.
