Maine InfoNet Board Meetings, April 18, 2007

Meeting called to order at 1:40pm
Minutes of March 28, 2007 were approved.
Legislative Update
New Century went from a 25 million request to 5 million
At the Hearing all of the bonds were folded into one bond and is now a general legislative request. There is a total of 42 million in the bond, most for R & D for the University System, the vote will be for the entire package and will take place in November.
It is good to have Mike Saxl with us on this, it was not in the package until Beth Edmonds and Mike Saxl went to see the Governor.
LD 793. Not yet scheduled for a hearing, it is being held for change orders or other ways to fold it in to the Governor’s budget. Within a week or two it will be released as a separate bill. The Governor’s change order package was all deletions so the timing was off to get it in. There is one more change order opportunity next week.
Fact sheets are being finalized now.
Committee Reports
Finance Committee
Met last week via telephone conference call. They reviewed the financial status and updated the budget. Budget planning needs to be done for the coming year. They need a strategic planning session to project the upcoming budget needs.
The Maine State Library portion of the MIN budget is 149,000 and the University portion without staff salaries and benefits is 147,000. By the end of the fiscal year, June 30, the Maine State Library side will be 20,000 in the black and the University side will be 21,000 in the black. We need to use these funds productively, maybe prepay for some products. It would be desirable to get a student assistant into the University budget for approximately 4000.00 per year.
Capital projections:
- Server upgrades on the MSL side for MaineCat and SOLAR for 40.000
- Every 3 years we need to upgrade the office desktops and should go to a virtual service, so the cost would be for a slice of a big server
- An immediate need is for 13 proxy servers and a gateway server, need to replace these on a 3 to 4 year cycle. Estimated costs are 26,000 and 20,000, but it may come down to half that amount. The gateway software may cost more than the hardware.

Resources Sharing Committee
This committee has not met. The report on the serials for the URSUS group of libraries will help.
The delivery service contract will be renewed through the Maine State Library.
E-Resources Committee
Still looking for non-Board members.
Interim CEO
David Nutty called the Executive Committee (Clem Guthro, Sue Jagels, and Steve Podgajny) and asked about an interim for this position while a search is underway. There was discussion about the position as technical vs other skill sets such as organization building and outreach.
Brabara McDade was offered the position. She will ask for a sabbatical and her Board president is supportive.
There was a motion to endorse by Dick Thompson and Gary Nichols seconded. All voted in favor.
Search for a CEO
It is suggested that the Board as a whole will be the search committee. This will be a national search. The first step is to review the job description and advertisement.
David will take the lead in meeting with the Maine InfoNet staff and getting their input into the qualities of a new CEO.
We want to have the interviews in June/July.
CEO Report
Karl is working on the organization of the material he is handing over, his report is attached.
He also presented Jonathan Williams’ report, attached.
Minerva Memorandum of Understanding
Karl reviewed the MOU and provided notes on the Governance. The money held at the Maine State Library is an issue because it is vulnerable and there should be another place to maintain that fund.

The next meeting is scheduled for May 23 at 1:30pm, at the Maine State Library.
