Draft Maine InfoNet Participation Agreements, 1999

At its December meeting the Maine InfoNet Committee reviewed three Participation Agreements setting forth the expectations and responsibilities of participants in the Full Management System, contributors to the InfoNet Statewide Union Catalog, and users of the the InfoNet Statewide Union Catalog.

Agreement To Participate In The Maine Info Net Full Management System 12/10/99 DRAFT

The Maine InfoNet Project will provide to the participating library:

  1. Access to Innovative Interfaces software under the Maine InfoNet license -- including cataloging, circulation, public access catalog, serials and acquisitions - at no cost to the library.
  2. A router and the first year's hardware maintenance for the router, where a library needs one and does not already have access to one.
  3. Conversion of existing electronic records at InfoNet expense.   Payment of all or most of the cost of retrospective conversion of items for which no electronic record is available, provided that conversion is done by a method judged cost-effective by InfoNet project staff.
  4. Training in use of the system, provided by Innovative Interfaces staff, Maine State Library Staff, and/or others.
  5. Automatic merging of library holdings into the statewide union catalog based on INN-Reach software.  Patron-initiated requesting capability for users of participating libraries.
  6. Coordination of centralized management of the System server, which is owned by the Maine State Library.

Libraries that participate in the Maine InfoNet Full Management System agree to:

  1. Not drop the library's acquisitions budget below a three-year average.  If a fiscal emergency arises, discuss with Maine State Library.
  2. Participate in such governance and advisory groups as arise to share responsibility for the operation of the System.
  3. Participate in setting of common bibliographic standards and establishment of joint policies and procedures, within the context of broader policies established for the Maine InfoNet Project as a whole.
  4. Observe established circulation standards, policies and procedures in use of the System, within the context of broader policies established for the Maine InfoNet Project as a whole.
  5. Pay the local share of System costs when due.  Those costs consist of Innovative software support, Compaq hardware support, UNET central site costs, system manager costs.
  6. Respond to online and interlibrary loan requests in a timely manner and in accord with Maine InfoNet guidelines.
  7. Give a minimum one-year's notice prior to withdrawing from the System.

Agreement To Participate In The Maine InfoNet
INN-Reach Statewide Union Catalog As A Contributing Innopac Site

This document is addressed to the library running Innovative Interfaces software on its own stand-alone server, linked dynamically to the Statewide Union Catalog.  It details the obligations undertaken by the project within this new relationship, and those that fall to the participating library.

The InfoNet Project will:

  1. Pay all costs, initial and ongoing, associated with installation and operation of INN-Reach local site software on the participating library's Innopac server.
  2. Implement, manage and pay all costs, initial and ongoing, associated with installation and operation of the central INN-Reach union catalog server.
  3. Facilitate installation by Innovative Interfaces of INN-Reach local site software at the convenience and with the approval of participating library staff.
  4. Manage a system of interlibrary loan request routing based on groups and priority levels.
  5. Work closely with participating libraries to monitor activity levels and requesting patterns.
  6. Make available on a regular and timely basis all INN-Reach-generated statistics.
  7. Work closely with participating libraries to establish resource sharing policies and practices that meet their needs and those of other Maine libraries.

Libraries participating in the INN-Reach Statewide Union Catalog will:

  1. Agree not to reduce the acquisitions budget below a three-year average.  If an emergency arises, discuss with the Maine State Library.
  2. Participate in the establishment of a shared union catalog, request routing tables, monitoring of usage patterns, formulation of statewide interlibrary loan policies and other system configuration values and policies.
  3. Allow INN-Reach software to dynamically update the statewide union catalog with title and item information, including shelf status.
  4. Respond to online and interlibrary loan requests received through the Maine InfoNet Statewide Union Catalog in a timely manner and according to Maine InfoNet guidelines.
  5. As necessary, assist Maine State Library and Innovative Interfaces Incorporated in diagnosing any problems in INN-Reach operation involving the participating library.
  6. In the event of a decision to cease participation in the statewide union catalog, provide 180 days notice in writing prior to withdrawal.

Agreement To Participate
in Maine InfoNet as a User of the Statewide Union Catalog Requesting System

This document applies to libraries whose sole interest in Maine Info Net is access to the interlibrary loan requesting capabilities of the Statewide Union Catalog.  In the interest of fairness, and in support of creating the largest possible repository of library resources, it asks that libraries wishing access to requester capability make available information about their own holdings and respond to ILL requests for those holdings.

The Maine InfoNet Project will provide to the participating library:

  1. Access to the online requesting system of the statewide union catalog for staff use in requesting interlibrary loan of materials listed in the catalog.
  2. Periodic reports of usage indicating the number of items received and sent by the participating library and by users of the system generally.
  3. Access to online holdings editing capabilities for libraries with materials listed in the Holdings Database.

Libraries that participate in the Maine InfoNet Full Management System agree to:

  1. Agree not to reduce the acquisitions budget below a three-year average.  If an emergency arises, discuss with the Maine State Library.
  2. Contribute to the InfoNet Holdings Database any and all existing electronic data records for the library's own collection.
  3. Contribute electronic records for new additions to the collection no less frequently than quarterly.
  4. Provide an electronic list of locally deleted records no less frequently than quarterly, following a standard project format, or directly delete holdings using Holdings Database software and following prescribed procedures and practices.
  5. Respond to online requests and interlibrary loan requests from other Maine libraries.
  6. Make and receive requests according to established policies and procedures.
  7. Respond to surveys, requests for comments, and other efforts to gather information and improve the Holdings Database and the Statewide Union Catalog.
  8. Make a good-faith commitment to adding records for the library's entire collection to the Holdings Database within two years of being granted access to the online requesting system.
