Home Energy Loan Program (HELP)

Maine State Housing Authority

MaineHousing’s Home Energy Loan Program (HELP) offers loans at a low fixed rate of only 3.95% (4.194%APR) for home improvements that increase home energy efficiency. Loan amounts range from $2,800 to $30,000, with loan terms of up to 15 years. An energy audit is required. HELP loans may be used to finance:

  1. Home energy audits,
  2. Insulation, air sealing, and weather stripping;
  3. Heating system repair or replacement;
  4. Energy Star rated windows and appliances;
  5. Storm doors and storm windows;
  6. Ventilation and moisture controls; and
  7. Roof repairs (if attic is insulated to a minimum R38 value).

Maine Home Repair Network

Maine State Housing Authority

The Maine Home Repair Network offers help to low-income homeowners who may not be able to afford necessary home repairs and home replacement.

With just one application, you can apply to both state and federal programs that fund renovations or repairs.

Maine Certified Energy Auditors

Maine State Housing Authority

Energy auditors are home inspectors who evaluate your home to identify areas where energy efficiency improvements can save you money. Certified energy auditors have taken a two week class and passed an associated exam.

Conversion of Residential Heating Units from Oil to Natural Gas

Other

Many Maine homes are heated by oil-fueled furnaces and many homeowners are interested in lowering their heating costs by converting their heating appliances from oil to natural gas. Heating appliances can be safely converted from oil to natural gas by licensed technicians by installing a conversion unit designed specifically for this kind of fuel conversion.

Appliance Replacement Program

The Appliance Replacement Program is a PUC funded program designed to help low-income households reduce their energy costs through replacement of older refrigerators, other home appliances, and light bulbs that are inefficient and expensive to operate, and through consumer education.

Weatherization

Maine State Housing Authority

MaineHousing’s Weatherization Program and Central Heating Improvement Program (CHIP) provide grants to low-income homeowners to improve home energy efficiency and perform energy-related repairs.

USDA Rural Development’s Repair and Rehabilitation Program

Other

Cold weather is approaching, and it won't be long until we are turning up the heat in our homes. Many people have old or inefficient heating systems that do not keep their homes warm enough, or consume large amounts of heating oil, which is very costly. USDA Rural Development's Repair and Rehabilitation Program may be able to offer an affordable solution for many of these people.

Low Income Assistance Program

Low Income Assistance Plans (LIAP) is a Public Utilities Commission (PUC) program that helps low-income homeowners and renters with their electric utility bills. MaineHousing, through Community Action Program agencies, accepts customer applications for LIAP as part of the LIHEAP application process.

Low Income Home Energy Assistance Program (LIHEAP)

Maine State Housing Authority

The Low Income Home Energy Assistance Program (commonly called LIHEAP or HEAP) provides money to low income homeowners and renters to help pay heating costs. The funds are distributed throughout Maine by 10 Community Action Programs, in most cases directly to the fuel vendors. The program is not intended to pay for all heating costs, but to assist in paying the heating bills.
