Registration of Political Action Committees

Any organization that meets the legal definition of a political action committee (PAC) must register with the Ethics Commission.

The PAC must submit a registration form and initial campaign finance report to the Ethics Commission within seven days of reaching the applicable threshold.

In addition, organizations that meet the qualifications for being a PAC due to activities to influence municipal elections in the following towns and cities with a population of 15,000 or more may be required to register as political action committees and file reports with the town clerk:

Auburn
Augusta
Bangor
Biddeford
Brunswick
Lewiston
Portland
Saco
Sanford
Scarborough
South Portland
Waterville
Westbrook

The town of Standish has elected to be subject to the campaign finance laws with respect to referenda and initiatives, but not candidate elections.
