The Commission is continuing to investigate whether Green Jobs for ME and People of Lewiston-Auburn Committee filed complete and accurate financial reports concerning campaign contributions and expenditures to promote a casino in Lewiston in 2011. The Commission will consider expanding the enforcement proceeding to determine whether M Five, Inc. qualified as a political action committee and whether Scott Nash, Ryan Hill, and Dwayne Graham should be considered primary fundraisers, decision-makers, or officers of People of Lewiston Auburn Committee who may be held jointly responsible for any civil penalties assessed against the PAC.
The Commission is directed by statute to adopt guidelines for permissible expenditures of public campaign funds by Maine Clean Election Act candidates. The Commission staff proposes changes to the guidelines for the 2014 elections.
The Commission staff proposes possible legislation for the 2014 session relating to who is considered an agent of a candidate or a member of the candidate’s political committee for purposes of determining whether a candidate has received a contribution through a coordinated expenditure. We also propose changes to the Commission’s current statute making certain categories of investigative working papers confidential.
