1. Final Adoption of Proposed Rule Amendments
At a special meeting on June 15, 2009, the Commission decided to accept public comment on changes to the Commission Rules proposed by staff. Several of the proposed rule changes were in response to statutory changes made in the 2009 legislative session. On July 30, 2009, the Commission held a public hearing to receive oral comment. Written comments were accepted through August 14, 2009. The Commission staff has amended the proposed rules in response to comments received, and recommends final adoption of the amendments.
2. Proposed New Rule-Making/Procedures for Authorizing Maine Clean Election Act Candidates to Collect Contributions in Case of a Budget Shortfall
In response to testimony at the July 30, 2009 public hearing, the Commission staff proposes a substantial revision to the Commission’s rule regarding the procedures for authorizing Maine Clean Election Act candidates to accept campaign contributions if there is insufficient money in the Maine Clean Election Fund. Because the revised rule is substantially different from the rule proposed on June 15, 2009, consideration of the revised rule would require inviting additional comment from the public in a new rule-making.
3. Investigation of Maine Leads/Testimony of Roy Lenardson
At its May 28, 2009 meeting, the Commission directed its staff to investigate whether Maine Leads was required to register and file campaign finance reports as a political action committee or as a ballot question committee. As part of the investigation, the Commission will hear testimony from Roy Lenardson, the Executive Director of Maine Leads.
