Home > State Performance Plan Updated 02/01/11...dd State Performance Plan and Annual Performance ReportThe reauthorization of IDEA (signed in December of 2004) required development of 2 State Performance Plans (SPP) which the Maine Department of Education submitted for review and approval on December 2, 2005. Each February beginning in 2007, Annual Performance Report (APR) have been published to document progress. Maine submitted its first Annual Performance Report (APR) to the Office of Special Education Programs on February 1, 2007. New indicators and improvement strategies were included in a revision to the State Performance Plan (SPP). Performance ProfilesThe Department is required under IDEA to report annually to the public on each of Maine’s Local Education Agency (LEA) performance in meeting targets set by the SPP. The requirement for public reporting on LEA performance is a critical provision in ensuring accountability and focusing on improved results for children with disabilities. Performance profiles for each LEA have been developed using 2006-2007 data on six accountability indicators: Graduation, Dropout, Suspension/Expulsion, Classroom Placement, Parent Involvement and Post High School outcomes, and four compliance indicators Disproportionate Representation in Special Education, Disproportionate Representation in Disability Categories, Evaluation Timeliness, and Transition Goals in IEP. The Department is also required under IDEA Part C to report annually to the public on each of Maine’s Early Intervention Services (EIS) Program performance in meeting targets set by the State Performance Plan (SPP). The requirement for public reporting on EIS performance is a critical provision in ensuring accountability and focusing on improved results for children with disabilities. The Department developed reports on a combination of performance and compliance indicators that will be presented as profiles once of of the data are analyzed. In the interim, the data are organized by SPP indicators for the age groups affected. Part C indicators are applicable to infants and toddlers birth through two years of age. DeterminationsEach year, the Office of Special Education Programs (OSEP) responds to the APR submitted by the state. The response is an assessment of the performance and compliance level demonstrated in the report and is categorized in one of four possible determination: Meets Requirements; Needs Assistance; Needs Intervention; or Needs Substantial Intervention.
