Primary responsibility is for coordination of EASA (Elementary & Secondary Education Act) programs, Part A Basic Grants, and Neglected and Delinquent program. Other responsibilities include program audit and on-site monitoring of local projects and provision of technical assistance to units experiencing difficulty in program operation. Provides guidance and interpretation of federal law, rules and regulations for state and local units operating projects under ESEA. Serves as the Department's federal liaison representative.
SCHOOL WIDE PROGRAMS
Provides support to local schools that are developing and implementing schoolwide programs. Assists in IASA (Improving America's Schools Act) plan development and offers technical assistance to support schools implementing program improvement plans.

Participates in planning and actions of the Improving America's
Schools Act (ESEA) team; coordinates the local system planning and
improvement component of the ESEA Title programs; oversees the
administration of the Title I assessment program integrated with
Maine's Comprehensive Assessment System; works with school systems
to determine whether individual schools have met the goal of
sustained adequate yearly progress over a period of time; helps
schools to assess needs, identify resources and align curriculum,
instruction and assessment with Maine's Learning Results; and
works with local systems to build capacity for assessing student
performance.

MIGRANT EDUCATION

Coordinator of the state migrant education sub-grant program which
provides supplementary education services to children of migrant
agricultural workers and those engaged in the primary activity of
agriculture, fishing or lumbering. Responsible for determination
of grant eligibility, negotiation, and submission of sub-grants
from local school administrative units, including field review and
technical assistance relating to migrant local project operation.
Responsible for coordinating statewide migrant recruitment
activities. Makes final decisions on all eligibility issues
according to the Federal guidelines of the program and enrollments
for grant applications.

MIGRANT EDUCATION

Acts as a liaison to school districts for coordinating migrant
recruitment activities in areas of the state where no migrant
program currently exists. Assists the coordinator with statewide
training and the development of resource materials.

Performs a variety of fiscal accounting and administrative tasks
with primary emphasis placed on maintaining internal fiscal
control of Title I basic grants, programs for neglected and
delinquent students, and migrant education.
