for public four year old programs can only be received by a school
administrative unit. A school can
choose to partner or sub contract with a community based program in order
to provide a program. In those
cases, there must be a yearly Memorandum of Understanding (MOU), which
clearly explains the relationship and requirements of each party involved. This MOU must be submitted to the
Department of Education on a yearly basis.
