Capital Planning: School Facility Management System
In an effort to improve the quality and condition of learning environments for Maine students, the Maine Department of Education has purchased the School Facility Management System (SFMS) software for use by districts. The purpose of SFMS is to encourage Maine’s school districts to establish and practice sound management policies that develop, preserve and protect capital facilities assets used for educational purposes. Educational facilities are long-term investments which require long-term management plans.
The Maine DOE has established a guideline for districts to reinvest in capital renewal of their school buildings. The guideline establishes a benchmark of 2 percent of the current replacement value of the building to be appropriated annually.
In order to access the SFMS software, school personnel must attend a training session hosted by the Department. Free SFMS online training is available to school facilities personnel. To request training, email the Maine DOE SFMS contact. Once the training session is complete, the attendee will receive a user ID and password, which will allow him or her to access the data and features of the software.
The deadline for completion of 2013 building surveys is March 31, 2014.
