Maine Lobster Zone C Council Meeting Minutes, March 21, 2005Lobster Zone C Council Meeting Present: Robert Ray, Daniel MacDonald, Mike Sherman, David Tarr, Terry Stockwell and Kristen Millar. There was not a quorum so the bylaws and draft questionnaire will be carried over to the next meeting. DMR Updates: ASMFC: stock assessment delayed until this fall. Whales: 800+ page Draft Environmental Impact Statement just published. There will be four NMFS public hearings scheduled in Maine, the one in Ellsworth is April 4th. NMFS’s preferred alternatives are 3 and 6; both prohibit floating groundlines by 2008. Terry said that DMR supports Alternative 5 which allows for floating groundlines, allows for an exemption line and eliminates Dynamic Area Management. DMR is continuing gear modification experiments with low profile groundlines. The Lobster license plates have collected over $300,000 in funds. The Lobster Research, Education and Development Board met and determined that water quality is their highest research priority. They are sending out an RFP with $70,000 for research, $20,000 for education and $20,000 for development. Kristen Millar of the Maine Lobster Promotion Council was present to give an update about Maine’s place in the international market. The Promotional Council spent part of last year doing research about how much product was going to Canada for processing and how to develop additional US markets. Hatcheries – raised $15,000 for hatchery, still need $10,000 more. 7:30 |
