The meeting took place with the following members present: Chris Urquhart, Oscar Look, Dennis Sargent Sr., John Drouin, Eric Beal, Bill Prescott, Ken Dennison, Ralph Backman, Brian Strout, J. Colby, Stanley Sargent and Irene Mottram. The following DMR staff members were present: Sarah Cotnoir, Lt. Alan Talbot, John Sowles and Donna Hall
Introduction
J. Drouin – Called the meeting to order
Approval of minutes
June 29, 2006 minutes were approved
Election of Officers
An Election of Officers was held and the results are as follows:

John Drouin reported on the LAC meeting.

New Business
a. Effort Discussion- A motion was made by Eric Beal and seconded by Dennis Sargent to Require a sponsor of an apprentice to have held a Class I, Class II or Class III lobster and crab fishing license for at least 5 years; and require a person to complete all requirements of the apprentice program in a specific zone in order to enter that zone as a Class I, Class II or Class III lobster and crab fishing license holder. A rule proposed under this paragraph and adopted under section 6446, subsection 2 may not be applied to those portions of the apprentice program requirements a person has completed prior to the effective date of the rule.
9 in favor to go to referendum as two separate items, none opposed.
b. In-Shore Trawl Survey- John Sowles talked about the In-Shore Trawl Survey that will be taking place in Zone A by DMR.
