Burtnett, Frank |
Dr. Frank Burtnett, President of Education Now of Springfield, Virginia and Rockport, Maine, has more than thirty years of experience as an educator, counselor, presenter and consultant. Frank’s formal education and career experiences are in the fields of counseling and human development. He earned a Master of Arts and Doctor of Education degree from George Washington University after receiving his Bachelor of Science degree from Shippensburg University of Pennsylvania. He currently serves on the faculty of Trinity College (DC) and Shenandoah University - Northern Center. In 1999, the University of Virginia – Northern Center awarded him a certificate of recognition for more than twenty years of service to that institution. Currently, he is serving as the coordinator and as a faculty member for the new non-profit organization management certificate program at the University of Maine - Hutchinson Center and as a trainer for the Maine Criminal Justice Academy. Frank has served as a consultant to more than 250 institutions, organizations and agencies. He has been a trainer with the Maine Department of Human Services since 1999. |
Carnes, Kate Director of DHHS Staff Education and Training Unit |
Kate Carnes is the Director of the Staff Training and Development for the Department of Health and Human Services and has worked in state government for 26 years. She has been training in the social services field for 18 years and prior to that, worked in the field of Child Protection for 8 years. Kate was recently certified as a trainer in Ethical Fitness by the Institute for Global Ethics and is certified in a number of other programs, including Myers-Briggs Type Indicator, Maine Driving Dynamics, and Cultural Competency for Health Care Providers and is a Licensed Social Worker. Kate has a Bachelor’s Degree in Education from Boston University and a Masters Degree in Adult Education from the University of Southern Maine. |
Chichester, Catherine |
Catherine S. Chichester is the Executive Director of the Co-Occurring Collaborative of Southern Maine. The Collaborative has been recognized both nationally and statewide for system change on co-occurring disorders. In her role with the Collaborative, she directs training and consultation for the current State Co-Occurring State Infrastructure Grant. Ms. Chichester was a consensus panelist for the CSAT TIP #42 Substance Abuse Treatment for Persons with Co-Occurring Disorders. She has conducted numerous workshops on co-occurring disorders and teaches courses on co-occurring disorders at Southern Maine Community College and University of Southern Maine. She is a master’s prepared nurse certified as a Advanced Practice Registered Nurse in Adult Mental Health and Psychiatric Nursing. |

Loren Coleman , MSW , is a consultant from Portland, Maine. His three decades of experience in youth suicide prevention includes the development of award winning curricula, video productions, and several publications, including Suicide Cluster (Faber and Faber, 1987), and a new book, The Copycat Effect (Simon & Schuster, 2004).

Ellis, Frank |
Frank Ellis is a licensed psychologist and an Assistant Professor of Psychology and Mental Health at the University of Maine at Augusta. He has served as a consultant to several school systems, community agencies and the Department of Mental Health's Adolescent Unit. He is a Nationally Certified School Psychologist and a member of the American Academy of Experts in Traumatic Stress and Society of Personality Assessment. |
Fair, Eileen, LCSW

Eileen Fair has been incorporating a perspective on the importance of attachment relationships throughout the life span in her clinical assessment and intervention work with children, their families and adults. In addition to her clinical practice in Lewiston, Eileen consults at Central Maine Clinical Associates -Pediatrics and has been sharing her experience and interest in the field of infant mental health with other providers through trainings in attachment. |
Frayer, Bill |
Bill Frayer has been a faculty member in the Humanities Department at Central Maine Community College in Auburn since 1976. He teaches courses in writing, critical thinking, speech, and humanities. He has been conducting training programs for the Department of Human Services since 1982. He has a BA in English from Brown University and an MS in Adult Education from USM. |
Gagne, Jacinda |
Jacinda Gagne obtained her BA in Psychology from University of Maine at Farmington in 1999. During that time, Ms Gagne was employed as a Behavioral Health Counselor at Maine General Medical Center on the Detox Unit as well as the Mental Health Unit where she also began training in psychological testing. Also during Ms Gagne’s time at UMF, she was the lead researcher/adult tester for the New England Research Institute (NERI).
Ms. Gagne then obtained her Master’s Degree in Clinical Psychology from the University of Massachusetts at Dartmouth. During that time, Ms Gagne worked as a substitute high school teacher. She also became employed as a Teaching Assistant at the University of Massachusetts in the fields of: Research Methods, Advanced Research Methods and Design, Abnormal Psychology and Developmental Psychology. Additionally, while in Massachusetts Ms Gagne completed a one year internship as a therapist at the campus Counseling Center and also worked at a Halfway House for individuals with mental illness and/or substance abuse issues. Ms Gagne then went on to complete a six month practicum on an ‘in-patient’ mental health unit at a local hospital. While at UMass Dartmouth, Ms Gagne completed her Master’s thesis on Eating Disorders and Body Dysmorphia in Male Athletes.
Currently Ms. Gagne is pursuing her Ph.D. in Clinical Psychology from Fielding Graduate University in Santa Barbara, California. |
Godo, Jennah |
Jennah Godo, MS, ATC, is currently the STD Program Manager and former HIV Counseling and Testing Coordinator at the Maine CDC. Her work primarily focuses on HIV and STD Prevention, HIV Prevention counseling trainings, disease intervention activities, and STD program development for the Maine HIV, STD and Viral Hepatitis Program. Prior to moving to Maine, she worked for the Broward County Health Department in Florida for their STD Program, where her work focused primarily on syphilis and HIV disease intervention. Jennah received her bachelors’ degree in health education and athletic training and her masters in health promotion. |
Instasi, Cynthia |
Cynthia Instasi has been working for the past fifteen years in services for the elderly and family caregivers. For five years she has been a Master Trainer for the Best Friends Approach to Alzheimer's Care. Ms Instasi has worked for ten years with Eastern Agency on Aging serving in various programs for the elderly. Some of these include adult day service Activities Coordinator, Caregiver Support Group Leader and Coordinator for the Partners in Caring Program, a respite care program serving people with Alzheimer¹s Disease and related dementias. |
Lowenstein, Bill |
Bill Lowenstein is the Executive Director of the New England Institute of Addiction Studies. He is the former Associate Director of the Maine Office of Substance Abuse of the Department of Health and Human Services. Bill has worked in the field of substaance abuse for over
23 years, and has provided training and technical assistance regarding regarding tobacco, alcohol and other drug issues during that time. He presently has responsibility for overseeing Maine's substance abuse prevention and treatment programs, substance abuse services in the correctional system and Maine's impaired driving program. He has worked as a Child Protective worker and supervisor for the State of Maine for 7 years. He is also a former medical social worker at Central Maine Medical Center. He is the past President of the Board of Directors of the Sexual Assault Crisis Center in Lewiston, He also has co-facilitated a support froup for adult male sexual assault survivors fot the past 6 years. Bill is also a member of the New England Institute of Addiction Studies Board of Directors and is Maine's representative to the National Prevention Network (NPN) and was chairperson of the NPN Research Committee. He was the co-chair of last years National Prevention Network Research Conference for over 1100 participants. Bill was elected President of the National Prevention Network for a two year term starting in June 2005. |
McFadden, Carrie

Carrie McFadden is the Fetal Alcohol Spectrum Disorders Coordinator for the State of Maine. She has been in the field of public health for 12 years working in both public policy and program development. She has held positions with the Legislature, local hospitals, and non-profit health care / community agencies around the state. Carrie has a Bachelor’s Degree in Biology/Psychology from Trinity College (VT) and a Master’s Degree in Public Health from Yale School of Medicine. |
Miller, Patricia OTR |
Pat Miller is a self-employed trainer, who for the last 22 years has trained over 30,000 foster parents and social service staff throughout the country on the special needs of children who come into care. The topics of her trainings involve the understanding and management of the behaviors in physically and sexually abused children, while understanding normal child development. |
Nault, Jerry |
Jerry Nault, Director of Services Procurement at the Division of Purchases has a BS in Mechanical Engineering and an MBA from the University of Rhode Island. He has held positions at United Technologies and Texas Instruments and the Rhode Island and Maine Hospital Associations with management systems engineering projects in the health care
industry. He's been employed by the State of Maine for almost twenty years as an auditor, financial manager at the State Retirement System, Director of Special Projects at the Bureau of General Services, and most recently as Director of Services Procurement at the Division of Purchases. |
O'Halloran, Susan |
Susan O’Halloran , BS.Ed ., Family Systems Certified , is an educator and certified suicide prevention gatekeeper trainer. She is employed as a project director at Medical Care Development in Augusta, and is primarily responsible for the design and delivery of a variety of suicide prevention education programs for the Maine Youth Suicide Prevention Program. |
Platt, Jarad |
Jarad Platt, LADC, is a Treatment Specialist in the Maine Office of Substance Abuse (OSA.) He was a Systems Analyst for the Department of the Navy for decades, and then trained as a Substance Abuse Counselor in Washington, D.C. Jarad’s counseling experience includes substance abuse counseling and trauma treatment. He brings his expertise to the systems work, with MDOC, of developing the Substance Abuse Treatment System within the Maine State Prison System |
Rafter, Shelby |
Shelby Rafter is the former Director of Staff Training and Development for the Department of Human Services. She has over twenty years experience as a workshop presenter and facilitator. She is a certified Reality Therapist, Leader Effectiveness Instructor, Parent Effectiveness Instructor and qualified Myers-Brigss Type Indicator instructor. Ms Rafter also has extensive experience in the field of child welfare. Ms Rafter has a Bachelor of Science from the Unversity of Maine at Farmington. |
Sirios-Wright, Joan |
Joan Sirois-Wright, LCSW, LADC, is currently an Independent Contractor with AMHC. She served as AMHC’s Director of Mental Health and Substance Abuse Services from 2001 to 2005 and was responsible for managing all of AMHC’s Substance Abuse and Mental Health services while ensuring the development and implementation of goals and objectives through AMHC’s outpatient offices and related specialty service units. Prior to this position, Ms. Wright worked over 15 years for AMHC in the Substance Abuse Program as a therapist, program supervisor, and office director. She regularly provides education and awareness trainings in substance abuse issues to area school systems, civic and non-profit organizations.
Ms. Wright completed an 18-month leadership training course through the New England Leadership Program. She participated in the establishment of Aroostook County’s first Battered Women’s Shelter during the early 1980’s. She has been involved in several Utilization Review and Quality Assurance activities within AMHC over the years, to enhance the quality of care to customers.
Ms. Wright has a Bachelor of Education degree from the University of Maine at Presque Isle and a Masters of Social Work degree from the University of Maine at Orono. She has been a member of Beta Sigma Phi Sorority for 38 years and is active in numerous community groups. |
Tungol, Dinah, MD |
Dr. Tungol has been AMHC’s Medical Director since 2000. She is responsible for the development, maintenance, evaluation and provision of mental health and substance abuse assessment, treatment, consultation, and educational services. She is a practicing member of a multidisciplinary professional service team within the geographic service area assigned through AMHC Outpatient Offices and Specialty Service Sites, and other community service locations. Dr. Tungol assists AMHC’s Chief Operating Officer and Senior Leadership Team directly in the assessment of area service needs related to AMHC’s provision and continuing development of mental health, substance abuse, and other related services through participation in the review and development of the agency’s programs, positions, and budgets that relate to or impact directly on the provision of clinical and social supportive services. Dr. Tungol was in private practice several years prior to joining AMHC in 1991 as staff psychiatrist. She also served on the medical psychiatry staff at St. Mary’s General Hospital in Lewiston and as staff psychiatrist at Jackson Brook Institute in South Portland.
Dr. Tungol completed a Child and Adolescent Psychiatry Fellowship and her residency requirements with City Hospital at Elmhurst, Mount Sinai Medical Center Services in Elmhurst, New York. She completed her residency in Pediatrics at the Hospital of the Infant Jesus and her rotating internship at Makati Medical Center, both located in Manila, Philippines. She received her MD and Bachelor’s Degree in Psychology from the University of Santo Tomas-College of Medicine and Surgery in Manila, Philippines.
She is certified by the American Board of Psychiatry and Neurology-FLEX, and is a member of the American Psychiatric Association, American Medical Association, Academy of Child and Adolescent Psychiatry, and Association of Community Psychiatrists.

Walker, Val MS, MHRT/C |
Previously as rehabilitation counselor (C.R.C.), and a grief support group facilitator, trainer and writer, her mission is to restore the art of comforting to health care communities and families. For 18 years, Val has trained groups in communication and stress management skills at hospices, long-term care and pstoral care programs, behavioral healthe and government agencies, and college continuing education courses. |
Wieczorek, Helen MBA |
Helen Wieczorek, MBA, has been working in facilitation, training and organization development since 1980, holding a variety of public sector positions while managing a small private consulting business. Now retired from state government, most recently as Director of Training and Development for Maine Department of Transportation for 18 years, she now focuses on her consulting business. She designs and presents training in response to customer needs, facilitates small and large groups, leads organizational change efforts, and conducts individual coaching sessions. |
Williams, Linda , MA |
is the Training and Education Project Director for the Maine Youth Suicide Prevention Program. She has worked as a middle school teacher in Michigan, Coordinator or Maine’s Statewide Network of Peer Helping Programs, and as an Education Specialist and the Prevention Team Manager at the Maine Office of Substance Abuse. Her expertise is in the areas of child abuse, substance abuse and youth suicide prevention. |
Wolcott, Gary |
Gary Wolcott is the Program Manager for Brain Injury Services, OACPDS, DHHS. This is newly created office and position is part of the Office of Adults with Cognitive and Physical Disability Services of DHHS and is charged with establishing a comprehensive, single state agency for brain injury. Wolcott has more than 30 years experience assisting persons with brain injuries and other disabilities achieve greater independence and self-sufficiency in community-based settings .
