The Information and Resource Center (IRC) houses a collection of books, videos, audiocassettes, and literature which are searchable using the online library catalog.  The Substance Abuse in the Workplace - A Guide to Resources pdf file is a quick reference guide to workplace resouces.

  • Online Directory of Programs and Services
    The Maine Office of Substance Abuse provides the Online Directory of Programs and Services, a searchable directory of Maine licensed treatment agencies, contracted prevention services, and Driver Education and Evaluation Program providers.

  • U.S. DOT Substance Abuse Professionals (S.A.P.s)
    If you have an employee who has violated Federal DOT regulations (49CFR Part 40) and is in need of a qualified Substance Abuse Professional (SAP), the providers listed report that they have met the qualifications of the DOT regulations. In order to qualify as a SAP, providers must meet training and testing requirements outlined by DOT.

The Maine Office of Substance Abuse and Mental Health Services WorkAlert site offers workplaces a step by step guide to developing a substance abuse policy for the workplace:

The Maine Department of Labor is a great resource for employees and employers and lists information on all their services and links to partner agencies.

  • Maine Bureau of Labor Standards
    Any employer who wants to have a substance abuse testing program (but is not required to under federal law) must submit a policy to the Maine Bureau of Labor Standards (BLS), Wage and Hour Division for review and approval. A model substance abuse testing policy to help employers develop an acceptable policy is available on the BLS, Wage and Hour Division website.   • Substance Abuse Testing Report

    This publication lists companies with approved policies, laboratories approved to do testing, certified employee assistance programs and the results of the tests performed. The Substance Abuse Testing Report does not reflect activities under Federally mandated testing programs.

Maine Department of Health and Human Services, Office of Licensing and Certification - Employee Assistance Programs (EAPs) is responsible for overseeing EAP licensing/certification. This website provides information and forms for the EAP licensing/certification application process; regulations for EAPs for employers operationg in Maine; information about alcohol and drug testing in the workplace; and guidelines for annual evaluation of EAPs.

Good Work! Resource KIT was developed by the Healthy Maine Parnterships, a program of the Department of Health and Human Services, Maine Center for Disease Control and Prevention. The Good Work! Resource Kit was created for use by workplace wellness teams, human resources professionals, and other personnel interested in developing low-cost ways to support employee health and productivity. The Maine Office of Substance Abuse developed the Drug Free Workplaces section covering Substance Abuse Prevention and the Workplace.


The Maine District Office of the U.S. Small Business Administration is responsible for the delivery of SBA's many programs and services to all 16 counties in the State of Maine. As an independent agency of the federal government, the SBA serves to aid, counsel, assist and protect the interests of small business concerns; to preserve free competitive enterprise; and to maintain and strengthen the overall economy of the Nation. The SBA provides contracts to the Small Business Development Centers to provide information and assistance to small businesses with respect to establishing Drug Free Work Place programs. Maine Small Business Development Centers (Maine SBDCs) provide comprehensive business management assistance, training, resource and information services to Maine's micro, small and technology-based business communities. The focus of the Maine SBDC is to assist in the creation and maintenance of viable micro, small and technology-based businesses and the jobs these businesses provide.


National Resources


SAMHSA, Division of Workplace Programs - This division provides oversight for the Federal Drug-Free Workplace Program, which aims to eliminate illicit drug use in the Federal workforce, and the National Laboratory Certification Program.

  • Drug-Free Workplace Kit The purpose of this Drug-Free Workplace Kit is to provide public and private workplaces, from small to large and from local to global, with credible, authoritative, evidence-based information, resources, and tools for producing and maintaining drug-free workplace policies and programs.The Kit was assembled by the Division of Workplace Programs (DWP), in the Center for Substance Abuse Prevention, Substance Abuse and Mental Health Services Administration (SAMHSA), U.S. Department of Health and Human Services.

The Drug-Free Workplace Advisor is a U.S. Department of Labor online tool to assist in the development of Drug Free Workplace Programs.


The White House Office of National Drug Control Policy
(ONDCP) a component of the Executive Office of the President, was established by the Anti-Drug Abuse Act of 1988. The principal purpose of ONDCP is to establish policies, priorities, and objectives for the Nation's drug control program. The goals of the program are to reduce illicit drug use, manufacturing, and trafficking, drug-related crime and violence, and drug-related health consequences. The ONDCP website has information on substance abuse demographics, research findings, successes and challenges, healthcare costs, and resources.


Ensuring Solutions to Alcohol Problems (Ensuring Solutions) at the George Washington University Medical Center seeks to increase access to treatment for individuals with alcohol problems. Working with policymakers, employers and concerned citizens, Ensuring Solutions provides research-based information and tools to help curb the avoidable health care and other costs associated with alcohol use and improve access to treatment for Americans who need it.  One tool is the Alcohol Cost Calculator that will compute just how much alcohol is costing your business.


International Resources

CISDOC Database of the International Labor Organization contains about 70,000 citations of documents that deal with occupational accidents and diseases as well as ways of preventing them. The types of documents are: laws and regulations, chemical safety data sheets, training material, articles from periodical publications, books and standards. Every record contains a detailed bibliographic description, a full abstract and indexing descriptors drawn from the CIS Thesaurus. The CISDOC database is updated on a continuous basis.
