Title: Youth Involvement and Leadership
Request for Proposal #: RFP 200801120
The purpose of this RFP is to contract for services to DHHS (also referred to as the Department in this RFP) programs to support their youth involvement initiatives. While some of these initiatives are funded through DHHS grants, others may be supported locally or through other funding sources. It is expected that the contractor’s work will be broad enough to include some offerings for local programs regardless of their funding sources, while some work will be focused on groups of youth funded through DHHS grants. Specifically, a substantial portion of the effort should be directed towards support for Youth Advocacy Programs (YAP) of the State’s Healthy Maine Partnerships. It is also expected that intensive work with other youth projects may need to be supported through other funding sources.
The contractor will maintain a state-level network of health and prevention related youth programs, and assist local groups and individual youth to connect to state-level youth advocacy. Training should be available to both youth and adults to support effective youth-adult partnerships. Training should be oriented toward building general advocacy and leadership skills, including peer advocacy skills (social marketing to their own peers). It should also include information on effective tobacco use prevention, physical activity and nutrition promotion, substance abuse prevention, sexual health promotion and violence prevention strategies.
It is the intent of DHHS to write a single contract to include all parts of this RFP. The contractor will be accountable, both programmatically and fiscally, for all funding awarded under this RFP.

A Bidders Conference for prospective applicants will be held at the Department of Health and Human Services building, 442 Civic Center Drive, Conference Room 3, in Augusta, on Monday, February 4, 2008 starting at 2:00 p.m., EST.
The deadline for Written Questions is Friday, February 29, 2008 by 5 p.m., local time. Mail, fax, e-mail or deliver questions to Judith Angsten at the above address.
Letters of Intent to Bid are required. They are due on or before Wednesday, March 13, 2008 by 5 p.m., local time. Mail, fax or deliver the required documents to Judith Angsten at the above address. Electronically mailed letters will not be accepted.
Completed proposals are due on Monday, April 14, 2008 by 2 p.m., local time, at:

Amendment:
The fax number to submit letters of intent was mis-printed on the cover of the RFP and on page 8. The correct fax number is 207-287-7213. Due to this error, the due dates for letters of intent and proposals are being extended. The new due dates are:
