Details:
- Prior to the DRA, States receiving incentive payments from the federal government for effective collection of child support were allowed to consider the payment “state dollars” and those dollars could be used to match federal dollars for the support and improvement of the child support collection program. The match rate was approximately 66% federal.
- The DRA reversed the decision that the dollars were “state dollars” and they became ineligible for use as match.
- This provision reverses that provision in the DRA and once again allows the States to use their incentive payments to match federal dollars.
- This ability to once again draw match for the incentive payments will allow this program to be self sustaining through 2011. Without this match capability, the Office of Integrated Access and Support would have had to request an additional appropriation of approximately $2.7 million.
