The purpose of Maine's Safe and Drug Free Schools and Communities Act (SDFSCA) Program, also known as Title IV-A of the No Child Left Behind Act (NCLBA), is to prevent violence in and around schools and to strengthen programs that prevent the illegal use of alcohol, tobacco and other drugs. Maine’s Higher Education Alcohol Prevention Partnership (HEAPP) is a partnership between Maine’s colleges and universities and the Maine Office of Substance Abuse and other partners. The goal is to bring about long-term, systemic change in how high-risk drinking and other substance abuse issues on and around college campuses are addressed at the state and local levels.
