Private Non-Medical Institutions (PNMIs) and Transportation Providers

We have received many questions related to MaineCare transportation services for MaineCare members who reside in a PNMI. This is to clarify MaineCare policy regarding these services.
The definition of own home in Section 113.01-12 Transportation Services of the MaineCare Benefits Manual includes a boarding home (PNMI). Transportation requests for residents of a PNMI should be evaluated by transportation providers in the same manner as for any other member residing in his or her own home (e.g. transportation to a MaineCare covered service and nearest provider).
If a PNMI has transportation built into the per diem rate, the PNMI is expected to provide a reasonable level of transportation. When documented that this transportation cannot be provided by the PNMI vehicle, the PNMI will contact the local full service transportation agency to arrange the transportation services for the MaineCare members.
