Payment Types
Cost Reimbursement - These facilities are Medicaid providers in the Private
NonMedical Institution program. Facilities that are designated as "Cost Reimbursement" receive
direct payments from the Department of Human Services or the Department of Behavior and Development
Services on behalf of eligible residents.
Private - Facilities listed as "Private" do not have any
State or Federal subsidy.
State - References to "State" mean that the Department of Human Services will supplement
the income of eligible recepients fo Supplemental Security Income in order for the recipient
to pay the facility the State-approved rate.
Medicaid - Facilities designated as "Medicaid" receive direct payments from the Department
of Human Services for clients found eligible for either Home Based Care, Medicaid Waiver or Adult
Day Health Services as determined by an Medical Eligibility Determination (MED) Assesement.
Facility and Program Types
Adult Day Services Programs - means a group program of care, therapeutic activities
and supervision maintained or carried out on a regular basis by a person or persons in a private
dwelling or other facility, for consideration, for any part of a day, for at least two (2) hours
a day, for more than two (2) adults nineteen (19) years of age or older, who are not blood relatives
and are coming to the facility for up to seven (7) days a week for the express purpose of participating
in this program.
Adult Family Care Home (AFCH) - means any residential style home where residential
care services are provided for compensation to five (5) or fewer residents who are not related
to the provider by blood or marriage. This does not include redicential care facilities licensed
as Level I or Level II Residential Care Facilities.
Congregate Housing Services Program (CHSP) - means a comprehensive program
of supportive services including meal delivery, housekeeping and chore assistance, case management
and other services that are delivered at the site of congregate housing and that assist occupants
to manage the activities of daily living and the instrumental activities of daily living. Congregate
housing services may also include personal care assistance, with or without supervision, and
assistance in the administration of medication and nursing services. There are four (4) types
of CHSPs.
- Type I: Provides no personal care assistance, adminsitration of medications or nursing services.
A license is not required for providers operating this type of CHSP. Type 1 CHSPs are not listed
in this directory.
- Type II: May provide personal care assistance. A license is optional for providers operating
this type of CHSP. All Type II CHSPs listed in this directory are licensed facilities.
- Type III: May provide personal care assistance and administration of medications services.
A license is required for providers of this type of CHSP.
- Type IV: May provide personal care assistance, administration of medications and nursing
services. A license is required for providers of this type of CHSP.
Residential Care Facility - means a facility licensed persuant to Title 22, M.R.S.A. §7901
It includes those entities formerly known as Adult Foster Homes and Boarding Homes, but excludes
Adult Family Care Homes, which have seperate licensing regulations. A residential care facility
is a house or other place that is maintained wholly or partly for the purpose of providing residents
with Assisted Living Services as defined in Section 1090 of the regulations. There are two (2)
types of residential care facilities:
- Level I means a residential care facility with a licensed capacity for six (6) or fewer residents,
that is not otherwise licensed as an Adult Family Care Home.
- Level II means a residential care facility with a licensed capacity for seven (7) or more
residents
