Changes in Authorization Process for Home Support Services Beginning March 1, 2013, the Department of Health and Human Services (DHHS) will transfer responsibility for utilization review to APS Healthcare for Home Support Services within HOME AND COMMUNITY BENEFITS FOR ADULTS WITH INTELLECTUAL DISABILITIES OR AUTISTIC DISORDER (MaineCare Benefits Manual, Chapter II, Section 21).
