Housing Quality Standards

All assisted housing under the Bridging Rental Assistance Program (BRAP), Shelter Plus Care (SPC), as well as any Section 8 Housing Choice Voucher must meet basic quality standards as established by the United States Department of Housing and Urban Development. These standards are known as Housing Quality Standards (HQS). Trained experts in their field have national certifications which permit them to sign off on HQS Inspection forms.

An HQS inspection must be conducted before you move into a subsidized apartment.

  • Trained Housing Quality Standard Inspectors will utilize the following form to document the condition of a unit that is being considered for subsidy assistance—before move-in. Adobe PDF (*free viewer)
