Minutes of November 3, 2009 Meeting

Call to Order:
The Meeting was called to order at 9:05 AM.
Approval of October 6, 2009 meeting minutes:
Tom Weddle motioned to accept the October 2009 minutes. Don Robbins 2 nd the motion. Passed
Open seat on the Commission:
The previously vacant clerk’s position has been filled.
Update on Complaints:
Ellen Paoletti - Dunham Well Drilling:
Ike Goodwin made a motion that David drafts a letter to Mr. Dunham requesting his presence at the next meeting to discuss compensation, fines, and points; and that he stay all debt until commission determines that corrective action has been completed or further corrective action is necessary pending the results of water analysis. Don Robbins 2 nd the motion. Passed
Shay-Bickford Well Drilling:
Dean Getchell inspected well on October 26 th. He took a water sample that came back good. No visible leakage was observed. Due to faulty equipment, Dean was not able to use camera to capture images. Because the camera malfunctioned during the inspection, the investigation is ongoing.
Dean Getchell will re-inspect to 50 feet provided the homeowner all risk associated with the pump getting stuck or otherwise damaged. David will contact Mr. Shay; and he will have to sign a release saying that he, Mr. Shay, is solely responsible for any damages that may occur.

Specialty Well Applications:
Tom Weddle makes a motion to accept Doug Cross’s specialty well applications with 120 feet of casing. Don Robbins 2 nd the motion.
Specialty Well Applications done “in House”

Exams requested:
Rodney Parr Tom Weddle motions to accept the application to sit for the Master Well Drilling Exam provided that the license in Maryland is for well drilling for drinking water or demonstrate that he has the work history. Don Robbins 2 nd the motion. Approved by the Commission.
Ronald Niemirosky requested to be granted a Master Pump Installer License on the grounds that he holds a Master Plumbing License. Tom Weddle motions to send letter to board in North Carolina saying that as a Master Plumber in Maine he is qualified to install pumps. Under Maine law he is not required to have a Pump Installer’s License. Don Robbins 2 nd the motion. Accepted by the Commission.
Examinations Passed in October 2009:
None
New Business:
The Commission’s down-hole camera needs to be repaired in order to provide full inspection. John Guont charges $100 to look at the camera. It will probably be $300-1,000 to have it repaired. Camera will light up but not provide video. Commission decided to have him look at it and provide estimates to the commission for repairing it.
Geo-Thermal:
Discussion was on the public hearing that was held on the proposed geothermal rules for licensure on September 23, 9:00 A.M., at the Key Bank Building, 286 Water Street in Augusta. Comments included being sure we have listed all the appropriate certifications IGSHPA offers, adding a general statement that allows the Commission to consider other certifications, and lowering the cost of a license endorsement to $10.
