Call to Order:
The Meeting was called to order at 9:15 AM.
Approval of December 2, 2008 meeting minutes:
Don Robbins motioned
to accept the December 2008 minutes. Dwight
Doughty 2nd the motion. Passed
Financial Report:
Ed Bowie meet with Roger Crouse on the financial status of the
Commission. The process is slow but Ed feels the New Year will be up to date.
Update on Complaints:
Ellen Paoletti
- Dunham Well Drilling:
Mr. Dunham requested an extension until June due to the time of year and
difficult area and Mr Dunhams’s driller is not here at this time. Mr Dunham also had surgery on his wrist.
The driller is required to make all reasonable effort to correct the
problem.
Don Robbins made a motion for the Commission to alter the deadline to
February 10, 2009 for discussion on postponement at the next meeting. Tom Weddle 2nd the motion. Passed
Mrs. Paoletti came into the meeting during the discussion and Ms Paoletti
agreed with postponing the corrective action until June 2009.
Don Robbins made a motion to extend the deadline until June 15, 2009,
both parties agreed. Dwight Doughty 2nd
the motion. Passed
Setback
Reduction Notification form for well for Richard Varnum in Dover-Foxcroft:
The Setback Reduction Notification Form on Richard
Varnum’s Well was received with corrections. Accepted by the Commission.
A question for the
Commission was presented as to who is to abandon the Noble Smith’s
original well that was drilled 10 feet from the leachfield. Fred Perry, the
driller of the well, is not licensed now and retired.
Paul Gauvreau replied that the Corrective Order stated that Mr. Perry
either repair the well up to standards listed in the “Rules”or properly abandon
the well. Therefore, it is Mr. Perry’s
obligation and he is responsible.
If Mr. Perry does not do the work or find someone to do it for him he
will be facing further action from the Attorney General’s Office.
The abandonment must be followed with the Commission’s instructions. The licensed person must contact the
Commission to make sure the method is appropriate according to the Well Driller
& Pump Installer Rules. A mixture of
neat cement with a tremie pipe must be used because of salt water. The Jaswell
seals and liner shall be removed prior to grouting.
