BOARD OF LICENSURE OF WATER TREATMENT PLANT OPERATORS

September 24, 2008 Meeting

Called to Order: 

 

The meeting was called to order at 9:10 A.M.

 

General Administration:

 

Approval of the May 23, 2008 minutes, Motioned to approve the minutes and 2nd the motion.   After two corrections the minutes were accepted.  Passed

 

  1. Financial Report: April exams are late in being paid.  The contract with ABC had a number change when the State went to a new accounting system and the contract will have to be re-written. 

 

  1. David Braley (from the Well Driller’s Commission) and Terry met with accounting to go over areas that were not explained.  The last transaction was in March 2008.  They have gained some understanding.

 

We have not claimed all the monies from EPA for the ERG.  Exams, renewals and Invoices – only one payment was made.  All new “Request” will be made by Terry.

 

  1. Terry has drafted a letter to EPA for continuations of the ERG grant.  Over 100 “day care” facilities will need licensed water operators.  They will be NTNC systems.  Although this will not be accomplished in 1 year continuation of funding will assist these systems.

 

Operator Updates:

a) System Compliance;      23 systems with no operator, 4 haven’t taken their exams yet, 7  proposed, 3 waiting for a DO form, 1 under compliance order, and

                                                7 are proposed.

 

The field staff is now taking care of system/operator compliance with some assistance from Terry.  

 

 

TCH Review:   The Board discussed TCH for “Tours and Dowsers” and decided not to allow the TCH’s.  The Board felt they would follow IASET policy until they have their own policy.  Tours and Dowsers are informative topics but, not relative to the industry. Measuring Learning objectives is much more difficult with tours.

 

David Bartlett asked if it would be productive to meet with JETCC and other training providers to build an understanding of the Board’s perspective on training relevancy.  

 

The Department of Education has an apprentice program they offer.  MWUA is reviewing the program.  The industry usually determines appropriate courses of study for participants.  Terry has suggested to interface with the NEWWA Certificate program.

 

Exams:   June exams had 63 licenses.  The licenses are new and the certificates are new. 

 

October 21 in Augusta there are 88 operators and in Presque Isle 12 operators that are scheduled for the fall exam.  We will need help for the Augusta exams.

 

Old Business

 

SWOCS : We are now working with the program with its up and downs.  Once the “hitches” are cleared up it will be easier. 

 

Board member status:  Paperwork is in to the Governors office.  We will be hearing soon.

 

Operator issues:  None

 

Policy Review:  Terry made a motion to table the issue until the other members can be present.  Dave Bartlett 2nd the motion.  Passed
